RECOMMENDATIONS A. ADOPT RESOLUTION NO. 3697 supporting a request for $45, 000 to the City of Concord Department of Housing and Community Services for Community ,Development Block Grant (CDBG) funding to provide operating assistance for the Central County Homeless Shelter Program. B. AUTHORIZE AND DIRECT the Executive Director of the Housing Authority of the County of Contra Costa to execute and transmit an application along with the necessary certifications and assurances to the City of Concord Department of Housing and Community Services for Community Development Block Grant (CDBG) funding for operating expensesifor shelter and service programs for homeless people. C. AUTHORIZE AND DIRECT the Executive Director of the Housing Authority of the County of Contra Costa to accept any City of Concord CDBG grant, to enter into a contract with the City of Concord, and to perform any and all responsibilities in relationship to such contract. II . FISCAL IMPACT No General Funds are involved. Funds received from the City of Concord's Community Development Block Grant Program would be used to meet the operating costs for the homeless shelter program at the Central County Shelter, in accordance with the criteria established by the City of Concord and the regulations of the CDBG program. BACKGROUND/ REASONS FOR RECOMMENDATIONS The City of Concord has issued a Request for Proposals for FY 1994-95 for funding for community development, low and moderate income housing, or public and human service activities with funding provided from three sources : its Community Development Block Grant; the General Fund; and funds supported by the developer fees collected through the City' s Child care program. The Housing Authority is requesting funding to support the homeless shelter program for single adults located at the Central County Shelter in North Concord. Accordingly, in order for the City to consider the Housing Authority's application, the Board of Commissioners is requested to approve a resolution certifying that the Board in a proper motion and vote approves this application for submission and that the agency is a government/ public non-profit. THE BOARD OF COMMISSIONERS, HOUSING AUTHORITY OF THE COUNTY OF CONTRA COSTA RESOLUTION NO. 3697 RESOLUTION APPROVING THE APPLICATION FOR CITY OF CONCORD COMMUNITY DEVELOPMENT BLOCK GRANT FUNDS WHEREAS, The City of Concord, Department of Housing and Community Services issued a REQUEST FOR PROPOSALS for Fiscal Year 1994/95; and, WHEREAS, The Housing Authority of the County of Contra Costa is willing to accept the grant; and, WHEREAS, If the Housing Authority of the County of Contra Costa receives a grant from the City of Concord for the Central County Homeless Shelter, it certifies that all uses of the funds will be in compliance with the City of Concord and the regulations of the CDBG program; and NOW, THEREFORE, BE IT RESOLVED THAT: 1. The Board of Commissioners of the Housing Authority of the County of Contra Costa hereby authorizes the Director of the Housing Authority to apply for and accept the grant in the amount of not more than maximum amount permitted by law nor less than $-0- to enter into a contract and any amendment thereto with the City of Concord to perform any any all responsibilities in relationship to such contract. 2. If the application authorized by this resolution is approved as a multi-agency application, the Housing Authority of the County of Contra Costa, a government/public non-profit agency, is authorized to and will execute contracts and other documents necessary to implement its responsibilities as a lead agency under the State contract. 3. If the application authorized by this resolution is approved as an application by a participating agency under a sub- contract with a lead agency, the Housing Authority of the County of Contra Costa is authorized to and will execute such subcontracts and other documents necessary to implement responsibilities as a participating agency under City contract and subcontractors.
