TO: BOARD OF COMMISSIONERS
FROM: Richard J. Martinez, Executive Director
DATE: December 14, 1993
SUBJECT: APPROVING SUPERSEDING PART I AND NEW PART II OF
SECTION 8 HOUSING CERTIFICATE PROGRAM ANNUAL
CONTRIBUTIONS CONTRACT NO. SF-468 AND AUTHORIZING EXECUTION
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
I. RECOMMENDED ACTION:
ADOPT Resolution No. 3696 approving superseding Part I and New Part II of the
Section 8 Housing Certificate Program Annual Contributions Contract No. SF-468, as
amended, and AUTHORIZE execution of the amendment by the Chairman of the Board of
Commissioners, as recommended by the Advisory Housing Commission.
II. FINANCIAL IMPACT:
Contract authority in the amount of $703,300 and budget authority in the amount
of $3,516,500 has been allocated to the Housing Authority for dwelling rents and
administrative fees for 60 additional Section 8 Housing Certificates.
III. REASONS FOR RECOMMENDATION/BACKGROUND:
On August 17, 1993 the Board of Commissioners authorized the submission of an
application to the U. S. Department of'Housing and Urban Development for funding of
Section 8 Housing Certificates under the Fiscal Year 1993 Fair Share Program.
The Housing Authority has now received notification from the U. S. Department
of Housing and Urban Development that contract authority and budget authority has
been allocated to its Section 8 Housing Certificate Program to provide sufficient
funds to administer 60 additional units. In order to secure the funds for the Section 8
Housing Certificate Program, it will be necessary for the Board of Commissioners to adopt
Resolution No. 3696.
At its regular meeting on Monday, November 22, 1993 the Advisory Housing
Commission, recommended adoption of Resolution No. 3696 approving the amended
Annual Contributions Contract and authorizing its execution by the Chairman of the
Board.
IV. CONSEQUENCES OF NEGATIVE ACTION:
Should the Board of Commissioners elect to not adopt Resolution No. 3696, the
Housing Authority would lose all funding for the 60 Section 8 Housing Certificates
allocated under the Fiscal Year 1993 Fair Share Program.
