RECOMMENDATIONS
Request the Tri Valley Transportation Council include the
Tassajara Valley General Plan Amendment proposal, as described in
the application under review by the County, in the Tri Valley
Transportation Plan/Action Plan analysis.

BACKGROUND/REASON FOR RECOMMENDATIONS
On October 27, the Tri Valley Transportation Council (TVTC)
referred to the Contra Costa Board of Supervisors, a request by
Supervisor Bishop to determine if the Tassajara Valley Property
Owners Association General Plan Amendment (TVPOA GPA) application
should be included in the development of the Tri Valley
Transportation Plan/Action Plan (Action Plan) .
When preparation of the Action Plan began in 1991, the Contra
Costa Transportation Authority (Authority) required all Action
Plans to begin their analysis using "Baseline" land use
assumptions based on ABAG Projections 90 forecasts for 2010.
This requirement established a uniform set of travel forecasts
for all Action Plans and fulfilled MTC's requirements for
certification of the Authority's transportation models.

Following preparation of the Baseline forecasts, the TVTC determined that
ABAG Projections 92 forecasts for 2010 more closely reflected local planning
activities of some jurisdictions. In January 1993, the TVTC directed
preparation of revised land use assumptions referred to as the "Expected"
scenario that allowed consideration of assumptions that varied from ABAG
Projections 90 forecasts. The only direction for preparing the Expected
scenario was to make every effort to keep the land use assumptions within the
ABAG forecasts for 2010.
C:E_�-xh- -9t_—_-A-:tdescribes the 1990, Baseline 2010, and Expected 2010 land use
assumptions used in development of the Action Plan. In the Baseline scenario,
ABAG's forecast for the undeveloped portion of Contra Costa was allocated by
the TVTC consultant to the Dougherty and Tassajara Valleys in a speculative
manner since it preceded adoption of any General Plan policy for development
in this area. In the Expected scenario, County staff revised the land use
assumptions according to the Dougherty Valley Specific Plan, which was
adopted in December 1992 and was largely consistent with ABAG Projections 90
forecast for the undeveloped portion of Contra Costa. Exhibit A shows some
deviation between the Expected and ABAG forecasts although all jurisdictions
made some effort to match the ABAG forecasts.
Exhibit A also includes a "TVPOA Adjusted 2010" column that adds the growth
proposed in the TVPOA GPA application under review by the Community
Development Department. At their October 27 meeting, the TVTC gave the Board
the option of adding the growth proposed in the TVPOA GPA application to the
Expected scenario even though it further exceeds the ABAG forecasts for
growth likely to occur by 2010.
If the Board chooses not to include the TVPOA GPA in the Expected scenario,
the TVTC will attempt to develop the Action Plan to accommodate approximately
11, 000 dwelling units and 5, 372 jobs in the undeveloped portion of Contra
Costa. TVTC preliminary forecasts for the Expected scenario indicate that
additional transportation capacity beyond that shown in local General Plans
will be needed to accommodate this level of development at the proposed Level
of Service (LOS) standards. If the TVPOA application is approved as proposed
by the applicant, development by 2010 in the Dougherty and Tassajara Valleys
certainly could not exceed the growth shown in the Expected scenario without
increasing transportation capacity or reducing LOS standards from that
described in the Expected scenario.
If the Board chooses to include the TVPOA GPA in the Expected scenario, the
TVTC will attempt to develop the Action Plan to accommodate approximately
17 , 200 dwelling units and 6,700 jobs in the undeveloped portion of Contra
Costa. Growth of this magnitude by 2010 would, at .a minimum, require
examination of the extension of Hacienda Drive through Camp Parks into Contra
Costa County. Past efforts by local agencies to obtain permission from the
Federal government for a future extension of Hacienda Drive through Camp
Parks have not been successful.
The Board should be aware that the TVPOA GPA Draft EIR will evaluate the
transportation impacts of a future scenario that assumes the ABAG forecasts
for 2010, allocated between the Dougherty and Tassajara Valleys. The Draft
EIR will also evaluate buildout of the Dougherty Valley Specific Plan and the
TVPOA proposal for a horizon year beyond 2010. These scenarios are required
by the Authority's technical procedures for traffic studies.
The Board should be aware that the Measure C-1988 Growth Management Program
and the County' s General Plan impose the following requirement if the Board
chooses to approve some level of growth in the Tassajara Valley after
adoption of the Tri Valley Transportation Plan/Action Plan:
- The Board must find that approval of growth in the Tassajara Valley is
consistent with the Action Plan.
If the required studies show that this growth is inconsistent with the Action
Plan, the Board must obtain the Authority's approval of a revised Action Plan
that accommodates this growth before any development can proceed. The TVPOA
Final EIR and related general plan studies would provide the recommendations
for the required Action Plan revisions.
