SUBJECT: East County Waste Transfer Facilities
At the request of Supervisor Torlakson, Paul Causey,
General Manager, Delta Diablo Sanitation District, appeared
before the Board this day to speak on issues under consideration
in East County relative to the construction of one and possibly
two transfer stations in this area. He spoke of issues currently
under consideration' by the Board of Directors of Delta Diablo
relative to policy decisions, economic implications, and
strategies for moving forward with. the project if it still
remains viable. He noted that consideration is being given to
down-sizing their project due to the City of Pittsburg commiting
its waste stream to SMRT (Contra Costa Stations for Materials
Recovery and Transfer) ; development of contracts for waste stream
control; and the issuance of bonds for building the facility,
purchase the property, and pay for the costs of development to
date. Mr. Causey advised that in order for the District to
proceed it needs a guaranteed waste stream which it does not' have
at this time. He expressed his optimism in the development of
those policy decisions within the next six weeks in order to be
able to give staff direction to move forward with the project or
to seek other alternatives that may be available to the District
as a result of the election in Pittsburg.
Supervisor Torlakson advised that the District has followed
the process outlined by the Communiy Development Department and
the completion of the Environmental Impact Report. He referred
to perceived deficiencies in the Pittsburg Plan and of his
proposal to study the feasibility for a joint venture with the
County, and the cities of Antioch, Brentwood, 'and Pittsburg.
Supervisor Powers referred to the difficulties in West
County in getting its transfer station financed with the
provision to include the expense that must be borne by the
community. He proposed that consideration be given to the
concept of direct haul for those areas within. a fixed proximity
to the landfill. He expressed the opinion that this would be
less expensive than trying to build a .transfer station at this
time, especially if the hauling were from the immediate
communities and therefore would not have .serious impact on the
local residents.
Supervisor Torlakson expressed concern with the direct
haul concept because of the extra traffic it might generate.
Supervisor McPeak commented on the expense of building a
transfer station and that she would not be in favor of spending
any more money for building a transfer station until information
on the issues presented had been received, and that she would be
in favor of deferring decision on this for 60 days. She referred
to the cost of $4 million for the interim transfer station which
has taken over two year to amortize; she referred to the $24
million cost for a permanent transfer station. Supervisor McPeak
reported on the meeting of the Solid Waste Authority that she and
Supervisor Bishop attended last November 3, 1993 . She noted that
the .Authority appointed a Subcommittee to work with them to
review issues surrounding the work plan, rates, and the debt load
to all consumers.
Supervisor Bishop expressed a preference for a 60-day
moratorium to provide time to evaluate what the Pittsburg
election means in terms of that City constructing a transfer
station, as well as the implications of direct haul, and the
County's position in the area of solid waste. She noted that she
did not believe it to be prudent to have two transfer stations in
the same area.
Supervisor Torlakson recommended that staff review the
issues presented today and that this matter be again listed on
the Board Agenda of December 7, 1993 .

Supervisor Torlakson are APPROVED.

TRANSFER FACILITIES

RECOMMENDATIONS
Consider direction County should take in relation to proposed waste
transfer facilities in East County as an independent entity and in
relation to our membership in Delta-Diablo Sanitation District.
FISCAL IMPACT
No extra , charges against the County General Fund beyond those
allocated for staff and legal costs related to solid waste
management and work with Delta-Diablo Sanitation District.
BACKGROUND/REASONS FOR RECOMMENDATIONS
As part of the 1989 County Solid Waste Management Plan, a solid
waste transfer and material recovery facility was to be located in
East County. Delta-Diablo Sanitation District, over the past few
years, has taken the lead in planning for such a facility for all
of East County.
Separately, a privately owner-operated waste transfer facility has
been proposed and sited within the City of Pittsburg. In Tuesday's
election the voters in Pittsburg gave significant support for the
waste transfer facility located within the City's boundaries.
The viability of two proposed transfer facilities in East County
depends on facility sizing, funding, and commitment of wastestream.
Consideration by the Board and direction on the focus for the
County on this matter is appropriate to assure a cost-effective
• effort on behalf of the ratepayers.
