Following discussion of Board Members, IT IS BY THE BOARD ORDERED that Chief Little, Contra Costa County Fire Protection District, the Director of the Growth Management and Economic Development Agency, and the Building Inspector are REQUESTED to report to the Finance Committee on the development of stricter fire hazard abatement regulations including the costs associated with implementing a new abatement program. IT IS FURTHER ORDERED that the County Administrator is REQUESTED to draft for the Chair's signature -?t letter to the Oakland Fire Department commending their action prohibiting smoking at construction sites encompassing hazardous fire areas. FROM: Tom Powers, District One Supervisor Costa County DATE: November 9, 1993 ` SUBJECT: County Fire Hazard Abatement Regulations L � SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION Recommends ion: 1) Direct the Contra Costa County Fire Protection District to develop stricter fire hazard abatement regulations as described by the Hazard Mitigation Report from FEMA following the Oakland-Berkeley Hills Firestorm of 1991 for all areas (cities and unincorporated land) within board governed fire districts. 2) Determine what the cost and process for implementing a new abatement program is, so that it can be enforced in a timely and complete fashion. Bac ground: The final statistics from the Oakland-Berkeley Hills Fire of 1991 showed 3.354 homes, 456 apartment buildings destroyed and the loss of 25 lives. Currently, BU% of those residents living within the firestorm area are not in compliance with new fire hazard abatement regulations that have been developed in the cities of Berkeley and Oakland. Also, serious fire hazard conditions still exist in many parts of Contra Costa. The recent rash of fires in Southern California again point the need for communities to increase and further implement fire prevention standards. The Hazard Mitigotion Report from FEMA has strict-hazard abatement and fire prevention regulations. Contra Costa County should immediately adopt similar regulations and prevention standards.
