SUBJECT: "Police Hiring Supplement Program" Grant
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATION(S):
1. AUTHORIZE the Sheriff-Coroner to submit a grant application for three year Federal funding
under the "Police Hiring Supplement Program" in the total amount of $3,308,000.
2 ACKNOWLEDGE that $1,654,000 in local funds is required over the three year period to
match the $1,654,000 in Federal Funds and that such match is not available at this time; and
further ACKNOWLEDGE the commitment of the Sheriff-Coroner to work with the County
Administrator to locate the required local match funds.
3. ACKNOWLEDGE the County's commitment to .attempt to continue 100% funding for the
sworn officers hired through this grant following the three year period.
FINANCIAL IMPACT:
Over the three year grant period, 27 sworn officers would be hired costing an estimated $436,000
in FY 1993-94 (7 officers), $1,180,000 in FY 1994-95 (an additional 12 officers), and $1,692,000
in FY 1995-96 (an additional 8 officers). This totals-•$3,308,00 of which 50% would be Federal
Funds and 50% would be County funds. Although, the required Dtowork

time, both the County Administrator and Sheriff-Coroner are commtogether to locate
the required funds. If the match cannot be found, then any Federded to this County
under the program cannot be accepted.

BACKGROUND/REASON(S) FOR RECOMMENDATION(S):
The purpose of the Federal Police Hiring Supplement Program is to increase the njmber of sworn
law enforcement officers and expand community policing by developing innovative, long-term public
safety plans. It is also intended to assist local jurisdictions in re-establishing sworn officer positions
abolished as a result of local budget problems. A total of $300 million is available nationwide, of
which half will go to jurisdictions over 150,000 in population.
The Sheriff is proposing to apply for funds that would permit the hiring of 27 sworn officers over a
three year period. (see Financial Impact section above) If the grant becomes a reality, the 21
positions abolished in FY 1992-93 could be restored.
The grant proposal envisions the following phasing in of programs and positions:
FY 93-94
Establish a second "J" Team to provide an immediate presence in the unincorporated areas
which are currently being threatened by gang, drug, and criminal activity. A second team
would allow the Sheriff flexibility in "covering" problems in opposite ends of the county.
ADD: 1 SERGEANT AND 6 DEPUTY SHERIFFS
FY 94-95
Rebuild our patrol beats which have been reduced through budget cuts. Restoring 12
positions will provide an additional beat in both the eastern and western ends of the county.
ADD: 12 DEPUTY SHERIFFS
FY 95-96
Restore the critical elements of law enforcement presence in the unincorporated community
by restoring the Crime Prevention Program (4 officers and supplementing the Resident
Deputy Program (4 officers). This will allow for the department to work within the community
to jointly solve local law enforcement problems.
