HomeMy WebLinkAboutMINUTES - 11091993 - 12NOON Iq ; ao THE BOARD OF SUPERVISORS /\(4 O N OF CONTRA COSTA COUNTY,CALIFORNIA Resolution No.93/680 In the Matter of Endorsing ) equal distribution of federal ) anti-drug funds between prevention, ) treatment, and law enforcement ) WHEREAS, the.Federal budget for drug control went from $iS billion in 1980 to $6.7 billion in 1990, with approximately 65% allocated to law enforcement and only 35% to health measures such as prevention and treatment; and WHEREAS,the Attorney General Janet Reno has recently questioned the federal government's emphasis on "stopping drugs at the borders"; and WHEREAS,the citizens of the Contra Costa County Substance Abuse Advisory Board and the County Board of Supervisors recognize that the spending of hundreds of millions of federal dollars has had limited impact on the flow of illegal drugs in this country; and WHEREAS, we concur with Senator Joseph Biden's statement that "It is time to reassess the wisdom of devoting massive resources to the international interdiction effort.-which has received the most significant funding increases during the past four years,but whose programs have not proven effective!; and WHEREAS,in spite of tremendous resources allocated to the interdiction of drugs at the national level,drugs and their associated violence and crime have persisted in our communities; WHEREAS,we recommend that the community mobilization process implemented in Contra Costa County through the Partnership Drug Free Contra Costa be used as a model for other communities across the United States who are struggling with the problems of substance abuse; and WHEREAS, we commend the use of Family Substance Abuse Agreements as the starting point for all community efforts and to encourage family and individual responsibility; and WHEREAS,we urge the Federal Government to provide funding in jurisdictions that incorporate a 3-Pronged approach (Prevention,Treatment,Law Enforcement) and have mobilized the community to take a pro-active response to the reduction of alcohol and other drug abuse; NOW,THEREFORE, BE IT BY THE BOARD OF SUPERVISORS OF THE COUNTY OF CONTRA COSTA, CALIFORNIA, RESOLVED THAT THE BOARD CONCURS WITH THE COUNTYWIDE PARTNERSHIP FOR A DRUG FREE CONTRA COSTA COUNTY IN STRONGLY ENDORSING THE EQUAL DISTRIBUTION OF ANTI-DRUG MONIES TO BE DIVIDED BETWEEN PREVENTION, TREATMENT, AND LAW ENFORCEMENT(LOCAL ENFORCEMENT INSTEAD OF INTERDICTION) IN THE EFFORTS TO ELIMINATE THE PROBLEMS OF SUBSTANCE ABUSE. PASSED by and adopted by unanimous vote of the Board members present on this 9th day of November 1993.
