placed against his personal property.

COUNSEL FOR RECOMMENDATION.
1.72 LETTER dated October 28 , 1993 , from Joseph M. Gomes, Mayor, City
of San Pablo, One Alvarado Square, San Pablo 94806, responding
to the Board's request for financial assistance in funding the
Homeless Shelter Program, and advising that the City Council has
determined not to fund outside agencies until long term funding
sources for all local government is found.

1.73 LETTER dated October 26, 1993 , from Russ Minor, 118 Norman
Avenue, Clyde 94520, et al, requesting the Board to delay action
relative to a proposal to build a Battered Women's Alternative
Shelter in the community of Clyde pending discussion of this
proposal at a Town Meeting schedule for November 11, 1993, 7 : 00
P.M. at the Clyde Community Center.

1.74 LETTER dated October 30, 1993 , from Raymond H. Hawkins, 249 Lake
Drive, Kensington 94708, requesting clarification of the
Kensington Community Services District Ordinance 93-02 and
Measure "U" on the November 2, 1993 ballot relating to the
special tax for police protection in Kensington.

Orinda Fire Protection District, 33 Orinda Way, Orinda 94563,
requesting that as part of the reorganization plan for the Fire
District that it become the Orinda Fire Protection and Rescue
Zone with consideration to the level of service in the new zone
as requested by the Orinda City Council.

a New Orinda Fire Protection ) RESOLUTION N0 . 93/2
and Rescue Zone ) .
At a Special Meeting November 2, 1993, the Board of Fire Commissioners
of the Orinda Fire Protection District adopted the following resolution:
"We respectfully request that as part of the Board of
Supervisors ' reorganization plan for the Orinda Fire
Protection District, the Board condition the LAFCO -
application to the extent that upon dissolution of
the O.F.P.D, ;"the identical area will become the Orinda
Fire Protection and Rescue Zone.

FURTHER, the level of service in this new zone shall not
be less than now offered and conditions for new, and
improved minimums shall be included for stations, equip-
ment, staffing and financing as requested in the October
21 ; 1993 Orinda City Council letter to the Board of
Supervisors."
PASSED AND ADOPTED this 2nd day of November 1993 by the following vote of
the Board:
AYES: William Gross; Charles K. Glynn; Howard L. Conklin
