APPROVING CONSULTING SERVICES AGREEMENT FOR ARCHITECTURAL

SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
I. RECOMMENDATION
A. APPROVE a consulting services agreement with Wilson &
Wilson and Associates, Inc. , 3735 San Pablo Dam Road,
E1 Sobrante, for architectural services for replacing
flooring and underlayment, 30 Muir Road, Martinez, for
Social Service Department. The agreement will be
effective October 1, 1993 and will provide for full
architectural services, with a payment limit for basic
services of $34,420.00, which amount shall not be
exceeded without prior, written authorization by the
Director of General Services.
B. AUTHORIZE the Director of General Services to execute
the agreement and to issue written authorizations for
extra work, provided that the cumulative total extra
cost for all such authorizations shall not exceed
$25,000.00.
II. FINANCIAL IMPACT
Sufficient funds are available in the Social Service
Department budget to cover the amount encumbered by this
agreement.

III . REASONS FOR RECOMMENDATIONS/BACKGROUND
A. The second floor at 30 Muir Road was constructed using
Gyperete flooring underlayment which has deteriorated over
the years, resulting in accelerated carpet wear and tripping
hazards. Space is presently available in 40 Muir Road to
use as a staging area to temporarily relocate offices while
floor repairs and carpet replacement take place. The space
at 40 Muir Road may not be available in the future, which
would mean temporary space would have to be leased
elsewhere. Acquiring leased space would delay the project
and significantly increase the cost.
B. Wilson, Wilson and Associates Inc. , is certified as a women
owned firm and will use subconsultants to satisfy the
Minority Business Enterprise goals of the County's Minority
and Women Business Enterprise Contract Compliance Program.
C. Negotiations have been completed and an appropriate
agreement is ready to sign. The agreement describes full
architectural services, including Staging Studies, Schematic
Design, Design Development, Construction Document, and
Bidding and Construction phases of service.
D. The County must proceed w�th this agreement for
architectural services because it does not have sufficient
staff to provide the services.
