Resolution No. 91/606, adopting standards of aid and care effective November 1, 1991,
as amended, is hereby further amended as follows effective December 1, 1993:

SUBJECT: General Assistance Automated Fingerprint Imaging and Report Match System

The Social Service Department recommends that the Board of Supervisors adopt the attached
resolution. The Resolution would require a General Assistance applicant or recipient to
consent to fingerprint imaging as a condition of eligibility for General Assistance.
The General Assistance program sets forth standards of aid and care for the indigent and
dependent poor of Contra Costa County, pursuant to Welfare and Institutions Code sections
17000 et seq. General Assistance is funded solely by the County, with no aid from the State
or federal governments. The recommended Resolution is proposed to promote the integrity of
the General Assistance program by ensuring that only those persons legitimately eligible,
receive General Assistance grants.
Pursuant to the Board of supervisors' direction, the Social Service Department is negotiating a
contract with Electronic Data Systems (EDS) for the installation and maintenance of the
Automated Fingerprint Imaging and Report Match (AFIRM) system. The use of the AFIRM
system in Contra Costa County will be for the purpose of preventing welfare fraud by
discovering persons who are receiving duplicate aid from this county or receiving aid from
other counties. The fingerprinting imaging data is not intended to be made available to law
enforcement agencies.
AFIRM will involve capturing a video image of a fingerprint from the index fingers of all
General Assistance applicants and recipients. Those fingerprint images will be compared with
every other fingerprint image in the system. Specifically, the electronic fingerprints of General
Assistance applicants and recipients will be compared with the electronic fingerprints of other
Contra Costa General Assistance applicants and recipients and with the electronic fingerprints
of general assistance applicants and recipients from other counties. Currently, Alameda
County has implemented the AFIRM system, but other Bay Area counties are also expected to
implement the system. The AFIRM system compares a fingerprint image against all other
fingerprint images promptly. The results are usually available on the same day. Every report
that shows a match of fingerprint images is evaluated and confirmed by a fingerprint expert.
