COUK DATE: November 9, ;1993 SUBJECT: Policy Academy Application SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATION(S): AUTHORIZE the Chair, Board of Supervisors, to sign a letter to the Foundation Consortium for School Linked Services which outlines the Board's commitment to service integration for families and children and its interest in participating in the Policy Academy on Children and Families. BACKGROUND/REASON(S) FOR RECOMMENDATION(S): As part of the Internal Operations Committee report to the Board of Supervisors on Service Integration and implementation of the "Healthy Families 2000" program, the Committee is recommending that the Board urge staff to submit -an application to participate in the Policy Academy on Children and ,Families. The Policy Academy is being sponsored by the Foundation Consortium for School Linked Services. It will bring eight counties together with the State to discuss opportunities to better integrate services for families and children. The County has been informed that participation would greatly enhance our chance to be designated as an AB 1741 site (which would allow the County to consolidate funding for integrated services). The attached letter explains the commitment of Contra Costa County to service integration and expresses Contra Costa County's interest in participating in the Policy Academy, if selected. Chynoweth Director Foundation Consortium for School Linked Services 2525 Natomas Park Drive, Suite 200 Sacramento, CA 95833 Dear Ms. Chynoweth: Contra Costa County is in the process of reconfiguring its services to children and families to be family-centered and community-based. We believe this model will significantly enhance our ability to help families achieve stability and self sufficiency by drawing on the resources not only of our professionals, but also the community (please see the report "Healthy;Families 2000"for a further discussion of Contra Costa County's efforts). In the conversion process, we have found three major barriers to success: 1. Funding Restrictions. Funding is currently done on a categorical basis and merging of programs can expose the County to audit exceptions. In response, Contra Costa County was a strong supporter of AB 1741 and hopes to participate in that program; 2. Regulatory Requirements. Currently, programs are provided under detailed regulations that seem to care more about process than outcome.; Our staff believes that we could eliminate work that consumes 30% of their time and redivert it to efforts that better serve families, if permitted by State regulation. Contra Costa County is currently working with its legislative representatives on this issue. In addition, we have made numerous requests for waivers of State regulations;
