BACKGROUND: In September, 1992, the Board of Supervisors referred to the Finance Committee the task of recommending projects to be funded by the .Keller Canyon Community Assistance Trust Fund. On September 21, the Committee established the procedures for soliciting proposals and selected an Advisory Committee to initially screen and prepare recommendations to the Finance Committee. Staff from the Community Development Department were assigned to assist the Advisory Committee. Minutes of the Advisory Committee of October 29 , 1992 are attached for your information. The Committee approved the following guidelines: 1. Funding should only be provided for projects which serve the Pittsburg and West Pittsburg area; 2. Applicants who receive funding must work closely with schools and churches; and 3 . Applicants who receive funding must commit to the Drug Free Contra Costa Program. The meeting was called to.order at 2:40 p.m. Members present: Stan Norman, Bertha .Ruiz, Darnell Turner. Staff present: Susan Griffin. II. ELECTION OF OFFICERS: Norman made a motion nominating Darnell Turner as Chair of the Advisory Committee. Ruiz seconded. Unanimously approved. III. Griffin stated that a signup sheet was being circulated and asked everyone present to sign that sheet. Griffin explained the purpose of the Community Assistance Trust Fund. She went through the background of the Keller Canyon Landfill Mitigation Fee Program, and discussed the three major components for uses of funds generated by that fee. These include the Transportation Trust Fund; the Open Space/Agriculture Trust Fund; and the Community Assistance Trust Fund. Griffin explained that there are five sub-components in the Community.Assistance Trust Fund, as follows: 1. Code enforcement; 2. Property cleanup; 3. Patrol/dumping and litter control; . 4. Youth recreation; and 5. Other mitigation. Griffin stated that of the five sub-components in the Community Assistance Trust Fund (CATF), the first three have been directly assigned by the Board of Supervisors. The purpose of the competition for the Community Assistance.Trust Fund is to determine the use of the last two sub-components, youth recreation and other community needs. Griffin explained that there are$160,000 available this year and that 22 applications were received for a total of $1,155,853. Chairman Turner. thanked Griffin for her presentation. PRESENTATIONS BY APPLICANTS FOR FUNDING: Turner explained the process by which the Committee would hear presentations from applicants at this meeting as follows: A. Applicants are limited to five minute presentations including, if at all possible, questions and answers from the Advisory Committee. 1 -2- B. Turner will call out applicants by name ann- number of their proposals, and ask that prior to making their presentations, the applicants clearly state their name and affiliation. C. Turner explained that presentations were being taped as this is a public hearing. The presentations by Trust Fund applicants began and are summarized as follows: 1. Midnight Basketball. Gerald Grant, Charles Coleman and Richard Martinez spoke on behalf of the Midnight Basketball League proposal and explained the Midnight Basketball concept. Martinez stated that the Housing Authority has been acting as the League's fiscal agent. Charles Coleman stated that Los Medanos College provides, and will continue to provide, facilities for the League games. Gerald Grant answered several questions from the Committee. The Committee asked what would be the minimum amount that the Midnight Basketball League could receive and still be feasible. Grant stated that that amount would be $20,000. 2. West Pittsburg Youth Baseball. Michael Clemons spoke on behalf of West Pittsburg Youth Baseball's proposal. Clemons outlined the background of the baseball organization; discussed the substandard condition of the ball fields and appurtenant structures; and asked the Committee for any support which they may be able to recommend. Clemons responded to questions from the Committee. When asked what was the minimum amount that they could accept, Clemons stated that the baseball group will continue whether they get any funds from the Keller Canyon project, but that playing conditions could be improved if the baseball teams were to receive their fair share of this funding which is being made available for youth sports in the West Pittsburg area. 3. Pittsburg Youth Football Association. William Lee and Stan Warren spoke on behalf of this application. They explained that Pittsburg Youth Football split off from West Pittsburg Youth Football in 1992. The team plays at Los Medanos and serves approximately 140 youth. In Lee's presentation, there were statements regarding the conflict between Pittsburg Youth Football Association and West Pittsburg Youth Football Association. He stated that they do not work with, and are not represented by, Ambrose Community Center. The Committee asked Lee several questions about the program regarding composition of the board and financial handling. 4. West Pittsburg Youth Football Association. Rob Mixon and William Culpepper represented West Pittsburg Youth Football Association. They reviewed the 25 year history of the organization. They state that their team plays i -3- at Riverview Middle School. They further described the conflicts betweul their league and Pittsburg Youth Football Association, and stated that they have no connection with Ambrose Center and are not looking for one. The Committee asked Mixon and Culpepper several questions regarding future plans. 5. Partial Restoration of Funds Lost/Ainbrose Recreation and Park District. Ed Spencer spoke for Ambrose Rec and Park District. Spencer spoke at length about the need to re-fund the District, which has lost considerable funding in recent budget cuts. Spencer said that he would not identify how funds from the Keller Canyon Trust Fund would be spent, stating that they would simply be put into their general fund and disbursed as needed to pay PG&E, water bills, and other operating costs needed to sustain the operation. Spencer discussed the youth teams who had gone before his presentation, and stated that he believes that they should not receive any direct funding. The Committee asked Spencer several questions in an attempt to understand how Ambrose would spend any fund award, and to gain a clearer understanding of the relationship between Ambrose Center and other youth recreational efforts in the area. 6. Revitalization of West Pittsburg Youth Programs/West Pittsburg Area Foundation. Ed Spencer spoke on behalf of this application. He stated that uiy funding lie received here would be to operate the youth teams who had put in separate applications. He said he did not understand why they had put in applications on their own. Spencer stated that if he were awarded the funding applied for, that he would make certain that no money went directly to any team, but that Ambrose would disburse funding. At this point, Chair Turner addressed all present and stated that it is in poor taste and inappropriate for presenters to be making personal attacks on one another in this setting. He reiterated the purpose of the ineetina and asked that applicants refrain from slamming one another and talking in inappropriate styles. The presentations resumed. 7. Teens Need Teens and Parents/Battered Women's Alternatives. Griffin stated that Allan Creighton of the Teen Violence Program at Battered Women's Alternatives had contacted her to let her know that he and his staff would be busy during the presentation meeting conducting a training session at an area high school. Creighton had asked Griffin to convey to 'the Committee his organization's appreciation of staff's recommendation, and to advise the Committee that the program could be readily adjusted to the recommended funding level to be targeted in West Pittsburg and Pittsburg on an intense basis over a one year period within the context of their ongoing Teen Violence program. -4- 8. Nev; Experiences in Affection/Trust(NEAT)Center for Human Development. Linda Chandler spoke on behalf of this application, which proposes working with teens and their parents in improving communications and preventing substance abuse. Committee members asked the applicant several questions about the operation.of the proposed project. 9. Women's Crisis Intervention/January Fredenburg. No representative of this project appeared before the Committee. At.this time, Chair Turner called a 15 minute break. The meeting reconvened at 4:10. Presentations continued as follows: 10. East County Born Free Program/Family Stress Center. Barbara Bysiek and a member of her staff spoke to the Committee on behalf of this application. The proposal is to provide parenting instructions and skills directed to the West Pittsburg community. The parenting consultant present stated that she serves 20- 25 families at a time, and that receipt of Keller Canyon funds would allow the agency to recruit more people from West Pittsburg. The agency currently provides services County-wide. Family Stress Center also provides other services such as information and referral and nutrition services. The Committee had no questions. 11. Community Communications Project/Pittsburg Pre-School Coordinating Council. Frances Greene and Richard Martinez spoke on behalf of the proposal. Mr. Martinez said that he was there to show Housing Authority support of the proposed project. The project as proposed would fund a newspaper to be circulated in the Pittsburg and West Pittsburg area, and would build self-esteem to area youth. When asked by the Committee, the applicant said that a minimum of $70,000 would be required to carry out the program. The Committee asked the applicant some questions regarding program, financials. 12. Community Mediation Project/Conflict Resolution Panels. Jill Cooper appeared before the Committee to speak to this proposal. She said that Conflict Resolution Panels currently operate mediation services throughout the County; it is primarily a volunteer-driven agency; and that additional funding from the Keller Canyon program would allow an intensified effort in West Pittsburg, where itis greatly needed. When asked by the Committee, Cooper responded that the funds would allow the recruitment and training of additional volunteers placed in the community so that they would be best positioned to respond to the needs of the impact area. The Committee asked the applicant several questions on the project financials. -5- 13. El Pueblo Shuttle/East County Boys ::nd Girls Club. Dennis May appeared before the Committee to discuss continuation of bus shuttle services between El Pueblo Housing and the East County Boys and Girls Club. He said that the shuttle had been started as a summer pilot program with the assistance of the Housing Authority. The Boys and Girls Club owns the bus, but lacks the funding necessary to operate it. Funding requested by this proposal would pay for continued shuttle services from now through May 1993. In response to Committee and staff questions, the applicant stated that the bus is used approximately 4 to 5 hours per day; the Club could consider expanding the shuttle to serve youth outside the El Pueblo housing project; and that the shuttle is a model project, serving 30 youth. The Committee asked the applicant several questions regarding' project financials in terms of number of youths benefiting from the service. 14A. Code Enforcement Officer/West Pittsburg MAC. There was no representative from the West Pittsburg MAC to speak to this proposal. 14b. Clerk-Staffed Office/West Pittsburg MAC. There was no representative from the MAC to speak to this proposal. 14c.. Safe Streets Program/West Pittsburg MAC. There was no representative from the MAC to speak to this proposal. 14d. Pride/Semi-Annual Cleanup Days/West Pittsburg MAC. There was no representative from the MAC to speak to this proposal. 15. Future Leaders Latino Youth Program/United Council of Spanish Speaking Organizations. Richard Lujan and Ruben Rosalez spoke for this project. Mr. Lujan described United Council for Spanish Speaking Organizations. Mr. Rosalez, the Director of the Future Leaders of America project, discussed program specifics. Rosalez stated that he was a participant in the first Future Leaders of America project in the West Pittsburg area when it started in 1982. There were many questions from the Committee and staff regarding the project. Committee member Bertha Ruiz abstained from discussion due to a conflict of interest with UCSSO. 16. Knightsen Information Releases/Knightsen Community Council. There was no representative from Knightsen Community Council to speak to this project. 17. Byron 4H Leadership Project/Marty Schultz. There was no representative from Byron 4H to speak to this project. -6- 18. Richmond Steelers Youth Football/Lee A. Fletcher. There was no representative of the Richmond Steelers to speak to this project. 19. Volunteer Corps/Human Relations Commission. There was no representative from the Human Relations Commission to speak to this project. 20. Hate/Violence Prevention for Youth/Human Relations Commission. There was no representative from the Human Relations Commission to speak to this project. 21. Gang Prevention/Human Relations Commission. There was no representative from the Human Relations Commission to speak to this project. 22. Cambridge Youth Recreation Program/Cambridge Community Center. There was no representative from Cambridge Community Center to speak to.this proposal. Having heard all applicants who wished to address their proposals, Chair Turner announced a five.minute break. At the end of the break, Chair Turner stated that the Committee and staff would retire to another room within the Community Center to discuss the projects. After doing so, the Committee would return to the Dining Room and announce its recommendations for funding to the entire audience. At the end of their deliberations, the Committee returned to the Dining Room to announce decisions regarding funding recommendations. Chair Turner reiterated that the Committee is an advisory committee to the Board of Supervisors and that the recommendations reached at this meeting would be forwarded to the Finance Committee, who would act on them and send Finance Committee recommendations to the Board of Supervisors for final action sometime in the near future. Chair Turner further advised that he would only be reading the recommended level of funding for each activity, and that the rationale for funding and any stipulations or conditions attached to each recommendation would be provided by staff at a later date. At this time, Chair Turner read the following Committee recommendations for funding from the Keller Canyon Community Assistance Trust Fund: -7- Activity Project Committee Title Sponsor Recommendation 1.
