HomeMy WebLinkAboutMINUTES - 11241992 - 1.44 . 44 PTO: BOARD OF SUPERVISORS FROM: Perfecto Villarreal, Director Contra Social Service Department Costa October 27, 1992 �: ' �T`� County DATE: SUBJECT: APPROVE AND AUTHORIZE REQUEST FOR BID No. 1033 FOR DELIVERY SERVICE OF MONTHLY MAIL AND BENEFITS FOR HOMELESS GENERAL ASSISTANCE CLIENTS SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION: APPROVE and AUTHORIZE the Social Service Director, or- his Designee to let Request For Proposal No. 1033, and request bid proposals from check cashing stores for services to deliver 1st of the month cash and food stamp benefits, and welfare correspondence mail to Homeless General Assistance clients starting February 1, 1993 and continue until cancelled in East, Central, and West Contra Costa County. FINANCIAL IMPACT: UNKNOWN, it is anticipated that services will be provided free of charge, however the department does not know if the possiblity of the business aspect of cashing warrants will outweigh the cost of mail delivery. The department may have to pay a negotiated fee. BACKGROUND: The Social Service Department is centralizing the General Assistance Program, removing staff from East and West County locations and placing them into the Central County General Assistance Office. The department determined that staff reductions in conjunction with the centralization would strain personnel and security resources for the 1st of the month delivery in existing AFDC and services offices. The department will be meeting several goals in using contracts for these services. First, the vendors will provide local regional delivery. Second, vendors will also have to safeguard county checks and food stamp benefits. And last, the service should be at no cost to the county. The department surveyed other counties and determined that check cashing stores had the necessary security and procedures to deliver benefits for the homeless at no charge because of the services provided by the checking stores. Retail stores with check cashing a side b ness are to be excluded. Approximately 525 homele clie s are being served each month.
