Mueller:, This Side Letter memorializes our agreement on a wage adjustment of approximately 3.4% for employees in the Head Start Unit represented by Local No. 1 effective January 1, 1992 . Agreement has been reached as follows : WAGES 1 . Effective October 1, 1992 , all classifications in the Head Start bargaining unit were adjusted upward on the exempt salary schedule by 30 levels ( 3 . 0439%) . 2 . Effective December 1, 1992 , all classifications in the Head Start bargaining unit will be adjusted upward on the exempt salary schedule by 4 levels ( .4006% ) . LUMP SUM PAYMENT All persons who occupy a permanent position in any class in the Head Start Unit or who are authorized as limited term employees on November 1, 1992, shall be retroactively compensated for their period of Head Start employment by 3 . 4% for the time period of January 1, 1992 , ,through September 30, 1992 . Head Start employees will only receive a lump sum payment for the actual number of Head Start hours worked during this period. This- lump sum payment will also include an additional four tenths of one percent (4/10%) to all eligible permanent or limited term employees for the months of October and November, 1992 . The lump sum payment will be computed as follows : A) January 1, 1992, through September 30, 1992 - Employee regular pay, overtime pay and specific other earnings ordinarily computed as a percentage of base will be added together for each applicable pay period to determine the Retro Pay Base (RPB) . This base will be multiplied by 3 . 4% . a i B) October and November, 1992 - Same as "A" above multiplied by four tenths of a percent (4/10%) The payment amount computed will be issued as soon as possible by the County Auditor-Controller shown on an employee' s regular 10th of the month pay check as a Lump Sum Payment, subject to normal tax withholding and retirement deduction requirements . Any employee believing there is an underpayment resulting from this methodology exceeding $30 . 00 may contact the County Personnel Department to request a review of their lump sum payment. Upon such a request, the Auditor' s Office will investigate and issue the additional pay, if owed, as soon as possible. All provisions regarding lump sum payment in lieu of retroactive pay shall be applicable to any and all employees who retired during the period January 1, 1992 , through October 31, 1992 . Additionally, former employees who had Head Start employment from January 1, 1992 , forward but who were not employed as of November 1, 1992, may make application through the Community Services Department for a lump sum payment. Whereas the Community Services Director has advised the Office of the County Administrator that the U. S. Department of Health and Human Setvices hasiprovided a cost of living increase of three and four-tenths percent ( 3 . 4%) to all eligible Head Start employees effective January 1, 1992, now therefore, The Contra Costa County Board of Supervisors in its capacity as , governing Board of the County of Contra Costa, and all districts of which it is the ex-officio governing Board, RESOLVES THAT: Salaries for employees in the following management and unrepresented classifications will be adjusted in accordance with the below-listed schedule: 99V8 Community Services Program Analyst - Project 99B9 Head Start Grantee Operated Program Director — Project 99S5 Head Start Program Manager Assistant - Project 9KD1 Head Start Program Manager —Project 9958 Head Start Program Monitor - Project 9KN5 Head Start Special Needs Coordinator - Project SALARY ADJUSTMENTS, 1 .
