MICHAEL WALFORD, PUBLIC WORKS DIRECTOR DATE: November 24, 1992; SUBJECT: CONTRACTAWARDRECOMMENDATIONFORFERMACORPORATION ATCONTRA COSTA COUNTY-BYRON AIRPORT FOR PHASE I AIRPORT CONSTRUCTION. AIP PROJECT NO. 3-06-0008-05 & -06 SPECIFIC REQUEST(S)OR RECOMMENDATION(S) &BACKGROUND AND JUSTIFICATION I. Recommended Action: AWARD the contract for Phase I Airport Construction to Ferma Corporation ("Contractor"), pending FAA approval; and further pending successful negotiations between the Public Works Director and Ferma as to starting dates for construction; and further pending approval of various environmental matters, in the amount of $3,536,990. DIRECT the Public Works Director to prepare the contract for the project. AUTHORIZE the Public Works Director to sign the contract on behalf of the Board subject to the Director having reviewed and found sufficient all required documents, including the contract signed by the Contractor. II. Financial Impact: Ninety percent (90%) of the project will be funded by the Federal Aviation Administration. The local share (10%) will be paid out of the Airport Enterprise Fund. 111. Reasons for Recommendations and Background: r The specifications were approved by the Board of Supervisors on July 28, 1992, and approved by the Federal Aviation Administration. A Request for Proposals from qualified contractors was sent July 28, 1992, and closed August 27, 1992. Evans Brothers 4,784,260.00 The bid submittal process was carried out in accordance with the Sponsor Review of AIP Contractor Bid 11 Prices guidelines, and the recommendation is to award the contract to Ferma Corporation at the bid price of $3,536,990.00. Engineering', estimate was $3,802,990.00 for the base bid. The contractors DBE participation will be 15 percent (15%) of the total project. The conservation agreement still has yet to be approved by the Department of Fish and Game, U. S. Fish and Wildlife Service, and ultimately the Corps of Engineers. No work except the pipeline can commence until such time as those approvals are received. We are asking interim approval to begin construction on the irrigation pipeline. If this is allowed by the environmental agencies, we intend to issue a Notice to Proceed on that portion of the work only. Depending upon when we receive the approval of the conservation agreement, the Notice to Proceed on the rest of the work will follow based upon the contractor's ability to work in the area. l j 1 i i
