Costa DATE: November 17, 1992 `'"'u' "y SUBJECT: Dougherty Valley General Plan Amendment and Specific Plan SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATION• Regarding the Dougherty Valley General Plan Amendment and Specific Plan, the Board. of Supervisors takes the following actions: a. Acknowledges the necessity to modify the hearing schedule before the Board of Supervisors in order to accommodate the Planning Commission' s timetable. b. Sets November 24, 1992, Board of Supervisors ' meeting for a workshop on Dougherty Valley (and not a hearing as originally announced) to ( 1) review status of the project and the various forums in which it is being studied and ( 2 ) consider adoption of policy goals for Dougherty Valley planning that will augment the county'.s General Plan in guiding the decisions regarding development. C. Supports continued participation in the "Policy Roundtable" meetings involving representation from San Ramon, .Danville, Dublin, and Contra Costa County. BACKGROUND: Although it is always the goal of the county to meet deadlines and not engage in unnecessary delays, it appears that the Planning Commission deliberations regarding Dougherty Valley will continue to a date in the future such that the Board of Supervisors should not adhere to the set schedule and cannot begin its hearings on November 24. Therefore, this date should be used as a workshop by the Board of Supervisors on Dougherty Valley. Further, the Board of Supervisors should review and consider adopting policy principles that will guide the development decisions. Attached for your review is a draft set of principles that Supervisors Schroder and McPeak have used in the "Policy Roundtable" discussions. They are based on the preliminary discussions between representatives of San Ramon and Contra Costa County. They are subject to revision, refinement and amendment. Overall Goal: Plan, design and construct a 21st century community in the Dougherty Valley that provides housing support for economic development located in the I680-580 crossroads subregion. I. Natural Resources Conservation A. Confine development to those areas designated most appropriate for construction. B. Preserve prominent ridges and other significant natural features. C. Design •development to complement terrain and limit grading to the .extent possible. D. Maximize water conservation and efficient use: 1. Meet and exceed where possible the objectives of the county's water conservation ordinance. 2. Implement water reclamation projects for irrigation of outdoor landscaping and recreation areas. 3. Install dual system plumbing. 4. Seriously consider water cistern systems. 5. Plant drought-tolerant landscaping, including native plants and grasses, native trees, and wildflowers. E. Design solid waste management facilities to maximize conservation and recycling. F. Design a project that maximizes energy conservation and efficiency. II. Jobs-Housing Balance A. Provide housing that supports the jobs and businesses in the I680-580 crossroads region, with a particular link to Bishop Ranch and Hacienda Park. (This will also mitigate regional trip mitigation.) B. Establish a "mixed income community" with at least 25 percent affordable units. C. Meet a portion of each jurisdiction's "fair share" housing obligations, including low and very low income. (This may require acquisition or dedication of outside resources to achieve desired number of low and very low income units.) D... Assure construction of affordable housing concurrent with market rate units. III. Integrated Transportation System A. Design an efficient transportation system that minimizes air quality impacts. (Consider everything from installing electric car recharge facilities to prohibiting gas-powered lawnmowers.) B. Construct public transit facilities, including a;"loop" or "link" between Dougherty Valley,. Bishop Ranch and Hacienda Park to reduce automobile dependency for commuting. C. Incorporate pedestrian and bicycle paths throughout project. D. Maximize potential for telecommuting by wiring every home for telecommuting and reserving land for a telecommuting center within the Dougherty Valley. E. Provide supporting facilities and land uses within Dougherty Valley to mitigate regional trip generation. This includes everything from schools, small retail services, child care, and community facilities to recreation areas. IV. Comprehensive Infrastructure A. Provide within the Dougherty Valley and ensure financing of infrastructure required by the project and its residents to a level that matches the subregional community norms. B. Assure the availability and financing of urban levels of police and fire services within the Dougherty Valley. C. Provide adequate parks, recreation facilities and open space within the Dougherty Valley. D. Incorporate into infrastructure design the above goals related to transportation, child care, water,conservation/recycling, etc. E. Reserve and designate school sites to mitigate regional traffic generation as well as meet educational needs. V. Net Economic Benefit to Subregion A. Design a community that results in a net economic benefit to the subregion. (It should be. acknowledged that the provision of housing to support jobs in the subregion will assist in generating new tax revenues from additional economic development.) B. Fairly share revenues from the development of the Dougherty Valley to meet subregional needs beyond the financing of infrastructure required by the project.
