SUBJECT: ACCEPT REPORT FROM PLASTICS TASK FORCE, INTRODUCE MATERIALS DIVERSION
ORDINANCE, AND FIX DECEMBER 15, 1992 FOR ADOPTION

RECOMMENDATIONS
Accept Report from Plastics Task Force and consider the following
actions:
1. Introduce, waive first reading, and fix December 15, 1992 for
adoption of the County Materials Diversion Ordinance requiring
implementation of recycling programs for paper, newsprint,
cardboard, aluminum cans, glass bottles, PET bottles, HDPE
bottles, plastic film, tin-plated and steel cans, yardwaste,
and polystyrene as a means to:
a. fulfill the recommendations of the Plastics Subcommittee of
the former Solid Waste Commission which was comprised of
city/county/special district representatives;
b. carry out the recommendations of the County's Plastics Task
Force;
c. assure diversion of waste from landfills in Contra Costa
County in compliance with Land Use Conditions of Approval
for the Keller Canyon Landfill and the Marsh Canyon
Sanitary Landfill; and,
d. meet the diversion mandates of AB 939 for 25% diversion of
waste from landfilling by 1995 and for 50% diversion by the
year 2000.

2 . Declare intent to accept as complying with the County Materials
Diversion Ordinance either (1) the Final Source Reduction and
Recycling Elements (SRREs) submitted by cities within Contra
Costa County for AB 939 excepting for those jurisdictions which
have not yet submitted Final SRREs--the County and the cities
of Martinez and Clayton or (2) other written verification of
diversion programs submitted by cities to the County; and,
3 . Direct staff to develop procedures for implementation which
simplify compliance.
FISCAL IMPACT
None to the County General Fund. Review of the SRREs was carried
out as part of the AB 939 Program and funded by the AB 939 Tipping
Fee. Monitoring, as required, will be carried out and funded
within the County solid waste programs.
BACKGROUND/REASONS FOR RECOMMENDATIONS
In May, 1989, the Plastics Committee of the Solid Waste Commission
submitted to the Board of Supervisors a report on plastics in the
waste stream. The Report included recommendations on strategies
for reducing plastics in the waste stream including plastics
recovery and recycling by all municipal curbside recycling
programs. Additionally, to conserve landfill capacity and natural
resources, the Board adopted for the ACME Interim Transfer
Station, the Keller Canyon Landfill, and the Marsh Canyon Landfill
Land Use Conditions of Approval requiring acceptance of waste only
in conjunction with Board approved materials diversion programs.
The County's Plastics Task Force has considered (1) various
approaches to reducing and recycling plastics, (2) the volume and
weight of plastics within the wastestream in relation to other
materials, and (3) the need to divert 25% and 50% of the waste
stream from landfilling imposed both by the Board as part of the
Land Use Conditions of Approval on Keller and Marsh Canyon
landfills and by AB 939 . Additionally, the Plastics Task Force has
listened to the recommendations made by the cities' AB 939 Project
Managers regarding the proposed Materials Diversion Ordinance.
The Materials Diversion Ordinance incorporates all these
considerations.
As part of the Countywide AB 939 Program, the AB 939 Local Task
Force reviewed all Source Reduction and Recycling Elements. All
SRREs contain either curbside collection or other recycling efforts
such as drop-off facilities for the materials identified in the
Materials Diversion Ordinance. Additionally, implementation of
these diversion programs as outlined in the SRREs complies with the
timeframes established by the Materials Diversion Ordinance.
