County DATE: NOVEMBER 10, 1992 SUBJECT: SUBMISSION OF PROPOSAL TO CITY OF CONCORD FOR COMMUNITY BLOCK GRANT FUNDING TO COMPLEMENT CCC FOUNDATION RESOURCE. SPECIFIC REQUEST(S)OR RECOMMENDATION(S)8 BACKGROUND AND JUSTIFICATION I . RECOMMENDED ACTION APPROVE submission of a proposal for funding to the City of Concord for the expansion of the Foundation Resource Center for the non- profit public services agencies operating in the City of Concord and the county in general . The estimated amount to be requested is $20,000. AUTHORIZE the Director, Community Services Department, or her designee, to sign application documents and contracts on behalf of the County. II . FINANCIAL IMPACT None. This request is for an application for a competitive process. The amount to be awarded is not known nor guaranteed. If and when an amount is awarded for this competitive project an appropriation adjustment will be forwarded to the County for processing. III. CONSEQUENCES OF NEGATIVE ACTION A decision not to approve this application could result in loss of a much needed resource for funding of the agencies providing services to families in the City of Concord and Contra Costa County in general. IV. REASONS FOR RECOMMENDED ACTION This proposed action could provide funding to the Community Services Department to develop a program for an additional resource to the non-profit public services agencies. The program provides a Foundation Library and training for the agencies Boards of Directors. The Department of Community Services now seeks to expand the program to include a electronic, categorical, search facility to provide listing of potential funding through State and Federal data bases and by providing an electronic scanner to compile other source informa- tion. No County funds are involved with this request.
