FINANCIAL IMPACT It is anticipated that revenues will increase for the 1992/93 fiscal year. REASON FOR RECOMMENDATION/BACKGROUND Assembly Bill 2409, Statutes of 1992, increased the maximum accounts receivable fee that can be assessed from $30 to $35. The bill allows the Board of Supervisors to establish a fee for the processing of installment accounts receivable equal to the administrative and clerical costs, except that the fee shall not exceed thirty-five dollars. The Municipal Courts will charge a fee up to $35 based on the time in which the defendant "pays in full" his account receivable. The fee will not exceed the costs associated with actual collection efforts. Since the Office of Revenue Collections processes accounts receivable for court imposed fines, the fee increase would also permit them to charge the $35 fee. The Municipal Court recently began charging a fee for,-'forms provided to litigants in civil matters, pursuant to Board Resolution 92/561 adopted on August 11, 1992. It is the intent of the Municipal Courts to sell the forms in packets convenient for use by litigants. To facilitate the collection of the forms fee, the Municipal Courts will charge $ .10 per page for forms, rounding to the nearest dollar. CONSEQUENCES OF NEGATIVE ACTION The revenues assessed to offset the actual cost of establishing an accounts receivable function within the Municipal Courts and the Office of Revenue Collections will not be realized. The change in the fee for civil forms will simplify the accounting processing of the sale of forms, making it more cost effective. Failure to permit the fee change will increase clerical effort.
