Michael Walford, Public Works Director DATE: November 17, 1992 SUBJECT: Proposition 116 Bicycle Funding for the Iron Horse Trail Project No.: 0676-6P1044 - CP 92-81. SPECIFIC REQUEST(S) OR RECOMMENDATION(S) &BACKGROUND AND JUSTIFICATION I. Recommended Action: DETERMINE that the project is a California Environmental Quality Act Class 4(h) Categorial Exemption, and DIRECT the Director of Community Development to file a Notice of Exemption with the County Clerk. DIRECT the Public Works Director to arrange for payment of the $25.00 handling fee to the County Clerk for filing of the Notice of Exemption. Il. Financial Impact: None. The total project is estimated at $1,530,000. There is $930,000 available in matching funds from Measure C, Caltrans mitigation and TDA funds. The grant application will request $600,000 from the Clean Air and Transportation Improvements Act of 1990 (Proposition 116). The East Bay Regional Park District (EBRPD) will assume the cost of operating and maintaining this new trail once it is constructed. The Iron Horse Trail is an important regional transportation link connecting Southern Contra Costa County to Central Contra Costa County. The trail begins in Pleasanton and will extend along the railroad and Walnut Creek Channel rights of way to the Suisun Bay Shoreline. Reasons for Recommendations and Background: The total length of the Iron Horse Trail is approximately 33 miles. The proposed project will construct 3.5 miles of trail on an existing channel maintenance road and former southern Pacific Rail Road Right of Way to connect the Treat Boulevard BART Station to the Willows Shopping Center and Concord Avenue. The trail connection has been incorporated in both the County General Plan and the EBPRD Master Plan as well as the local plans for the cities of Walnut Creek, Pleasant Hill and.Concord. The California Transportation Commission previously approved $9.2 million of the $20 million bond funds authorized by Proposition 116. The remaining $10.8 million is available statewide for FY 1992-93 meaning that this might be the last year to apply for Proposition 116 funds. The construction of this portion of the Iron Horse Trail would provide access to the Pleasant Hill BART Station, Fair Oaks School, the Willows Shopping Center, and businesses and would improve the safety of bicycle commuters from Walnut Creek, Pleasant Hill and Concord. It is therefore recommended as the sole application submitted by the County. The Board of Supervisors approved the submittal of an application for Proposition 116 funds and authorized the Public Works Director to execute the application along with a Cooperative Funding Agreement with the East Bay Regional Parks District on October 20, 1992. The Transportation Committee reviewed and approved this item on September 21, 1992. IV. Consequences of Negative Action: Failure to direct the Public Works Director for file the Categorical Exemption for the Iron Horse Trail will delay the progress of the application for Proposition 116 funds (a potential source of $600,000) and delay implementation of the County's General Plan as it relates to Bikeways.
