SPARKS, DIRECTOR C( COMMUNITY SERVICES DEPARTMENT " DATE: County SUBJECT: NOVEMBER 10, 1992 ACCEPTANCE OF 1993 HEAD START AMENDMENT 5 SPECIFIC REQUEST(S)OR RECOMMENDATION(S)8 BACKGROUND AND JUSTIFICATION I. RECOMMENDED ACTION ACCEPT 1993 Head Start grant funds in the amount of $115,913 for Cost Of Living Adjustment(hereinafter "COLA") , $71,716 for Program Quality Improvement(hereinafter "PQI") ; and AUTHORIZE the Director, Community Services Department, or her designee to sign Contract Amendments on behalf of the County with the following agencies: CONTRACT # ORGANIZATION COLA POI_ HS 93-01-01 Bayo Vista Child 10,115 6,282 & Family Center HS 93-03-02 First Baptist Church 14,053 8,728 HS 93-03-01 UCSSO 22,539 13 ,998 TOTAL $ 46,707 29,008 Contract HS 93-02-02 with Family Stress, in the amount of $ 22,100 COLA and $ 13 ,451 PQI , is being held pending Administration for Children and Families approval. The balance of $ 47,106 COLA and $ 29, 257 PQI will go to the County's Grantee Operated Programs and for administrative services. Funding from this grant for the period of July 1, 1992, through December 31, 1992, is already reflected in the Department's FY 1992-93 budget and is for COLA and PQI. III. CONSEQUENCES OF NEGATIVE ACTION A decision not to approve these contracts will result in the loss of contract related services to children. IV. REASONS FOR RECOMMENDED ACTION The Administration for Children and Families has allocated $ 115,913.00 COLA and $71,716 for Contra Costa County to provide Head Start services to program-eligible children and their families for the period of July 1, 1992, through December 31, 1992. The contracts will be reviewed and approved by County Counsel as to form prior to issuance.
