HomeMy WebLinkAboutMINUTES - 11031992 - TC.2 ` = Contra Costa TO: BOARD OF SUPERVISORS =�iCounty FROM: TRANSPORTATION COMMITTEE DATE: October 26, 1992 SUBJECT: STAFFING FOR SOUTHWEST AREA TRANSPORTATION COMMITTEE (SWAT) SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATIONS Direct the County representative to Southwest Area Transportation Committee (SWAT) to support an "administrative" staff position for SWAT rather than a "coordinator" position. FISCAL IMPACT The cost to the County for the "administrative" position would be $1, 200 per year and would be funded by Measure C funds. In the event that the member agencies of SWAT support the "coordinator" function, the cost to the County (and to each of the five cities in SWAT) would be a maximum of $10, 000 per year and would also be borne by Measure C funds. - BACKGROUND/REASONS FOR RECOMMENDATIONS For the past few months SWAT has been discussing the need for staff support. Each of the other three regional transportation planning committees has retained staff to provide administrative support and to prepare, recommended positions for the technical and policy committees. In the past, SWAT has rotated the staffing function among its member jurisdictions, with the Chair and staff being from the same jurisdiction and serving six-month terms. Recently, concerns were raised that SWAT has been at a disadvantage vis a vis the other RTPC's, and SWAT asked its city/town managers to review this matter. The "administrative" staff function would organize SWAT meetings and prepare agendas, minutes, and correspondence. The "coordinator" position would focus on issues, keeping SWAT members informed of CCTA activities, recommending positions o2h- Authority issues, and ensuring that all funding opportunities are pursued by SWAT. The Committee believes that the "administrative" position can adequately meet SWAT's staffing needs. SWAT is unique among the regional transportation planning committees in that it is not preparing an action plan, a major activity of the other regional committees. Planning in the SWAT region is being completed by the Lamorinda Traffic Study and the Tri-Valley Transportation Council. In addition, SWAT has benefitted from senior-level transportation planning and engineering expertise available from mdmber jurisdictions. To take full advantage of this expertise, SWAT has directed its technical advisory committee to play a more active role in developing recommendations for SWAT's consideration. In light of the above, the Committee concludes that the "administrative" function, as outlined in the SWAT managers memorandum, would adequately meet SWAT's staffing needs. As an enhancement and clarification of the "administrative" function as presently defined, SWAT could add the responsibility for supporting the technical advisory committee and preparing staff reports for SWAT on OCTA policy issues with recommended positions.
