RECOMMENDATIONS
Adopt Tri-Valley Transportation Council resolution affirming
support for the development and construction of State Highway 84 as
an integral element of the Tri-Valley regional transportation
system.
FISCAL IMPACT
None.
BACKGROUND/REASONS FOR RECOMMENDATIONS
The Tri-Valley Transportation Council (TVTC) at its August 26, 1992
meeting approved for circulation to the seven member jurisdictions
a resolution which affirms support for the development and
construction of State Highway 84 as a key element in the regional
transportation (attached as Exhibit A) . The resolution emphasizes
the need to complete Highway 84 as part of the Tri-Valley's
transportation network in terms of traffic safety and traffic
congestion relief, calls for continued efforts to secure federal,
state and regional funds for the construction of Highway 84, but
also acknowledges that the California Toll Road Company has been
awarded a conditional franchise to develop and operate a toll
revenue transportation project in the Highway 84 corridor.

The resolution requests that Caltrans or its agents proceed with
the environmental analysis process and that agencies/jurisdictions
reserve judgement on all projects in the corridor (including the
proposed toll road) until the facts and consequences of these
projects are fully understood.
Actions taken by the other TVTC member jurisdictions are as
follows:
Approved: Pleasanton, Dublin, Danville
Disapproved: Livemore
No Action or Abstention: San Ramon, Alameda County
The Transportation Committee has reviewed the resolution finding it
consistent with previous actions taken and recommends it adoption
by the Board of Supervisors.

TRI-VALLEY TRANSPORTATION COUNCIL

RESOLUTION OF INTEREST
WHEREAS, the completion of a State Highway 84 is a needed integral part of the Tri-Valley
regional transportation system; and
f. WHEREAS, the twenty million dollars of Measure 'B" money is inadequate to build even the
portion of State Highway 84 between Vallecitos Road and I-580; and
WHEREAS, the existing State Highway 84 is inadequate and dangerous; and

WHEREAS, the critical interchange of I-580/1-680 will become grossly overloaded without the
construction of an adequate freeway connection on Highway 84 between I-680
and I-580; and
WMMEAS9 the State of California has enacted legislation permitting public and private
partnerships in the development of the State Highway System; and
WHEREAS, this Legislation has resulted in the award of a conditional development franchise
to undertake environmental studies for State Route 84; and
WHEREAS, subject to the completion and certification of environmental studies, the California
Toll Road Company, (CIRC), has the authority to undertake finance, design,
construct, lease-back, and operate the transportation facility as a toll revenue
demonstration project to recover its investment; and
WHEREAS, the economic well-being of the Tri-Valley Planning Area is dependent upon the
efficient movement of people and goods; and
WHEREAS, there are no funded, or anticipated, plans at the federal, State, or local level to
construct State Route 84 between I-680 and I-580 or north to Antioch; and
WHEREAS, the cost of such needed improvements that serve regional and through traffic
should not fall disproportionately on the residents and businesses of the Tri-Valley
or the Counties through the disproportional imposition of local taxes, fees, or
assessments.
NOW, THEREFORE, THE TRI-VALLEY TRANSPORTATION COUNCIL RESOLVES
AS FOLLOWS:
Section 1: Continues to support the Alameda County's quest for federal, State and regional
funds for the construction of a State Highway 84 freeway facility.

Section 2: Encourages Caltrans or its agents to proceed with the Environmental Impact Studies
as the lawfully appropriate means for identifying and disclosing major project needs,
alternatives, impacts, and.measures of mitigation including the relationship to the Isabel
r ' Expressway.
Section 3: Requests involvement in the EIR process of both Highway 84 and the Isabel
Expressway and reserves judgment on all projects in the corridor until the facts are set
forth and the consequences of all projects are fully understood.

Section 4: This resolution shall become effective immediately upon its passage and adoption.
