RECOMMENDATIONS:
1 . Express the Board's appreciation to the County Probation
Officer and staff from Children's Home Society for their
efforts to get Sherman Home licensed as a group home and to
get a state-approved rate established which will allow Sherman
House to reopen as a group home.
2 . Request the County Probation Officer to advise the Board of
Supervisors as soon as a state-approved rate has been
established, including what date Sherman House will reopen as
a group home.
3. Request the County Probation Officer and staff from Children' s
Home Society to meet with the Sherman Acres Home Owners '
Association to advise them of the Department's plans for
Sherman House and answer any questions the residents may have
regarding the operation of Sherman House as a group home.

BACKGROUND:
On October 20, 1992, the Board of Supervisors approved a report
from our Committee regarding the efforts which have been made to
control the population at Juvenile Hall . One element of that
report was a request that the County Probation Officer advise our
Committee of the status of efforts to get Sherman House licensed as
a group home and to obtain a state-approved rate which would allow
Sherman House to reopen.

On October 26, 1992, the County Probation Officer filed the
attached report with our Committee. We met with Jerry Buck, County
Probation Officer and staff from Children' s Home Society (CHS) , as
well as Virginia Paschall, representing the Sherman Acres Home
Owners Association.
Mr. Buck reviewed the attached report with our Committee. Staff
from CHS indicated that they expected that the necessary criteria
would be released by the State Department of Social Services (SDSS)
very shortly. These criteria are necessary so Mr. Buck can prepare
the letter which is needed in order to clear the last hurdle and
obtain a group home rate from SDSS so Sherman House can reopen. As
a group home, Sherman House will operate much as any other group
home and will receive AFDC-Foster Care payments from the County.
CHS is also using recruiting foster families for the Probation
Department which would serve much the same function as Sherman
House. The combination of Sherman House and these additional
foster homes should relieve some additional pressure on Juvenile
Hall and assist in keeping the population down.
We are also asking that Mr. Buck and the staff from CHS meet with
the Sherman Acres Home Owners Association to insure that the
neighbors of Sherman House are aware of the plans to reopen Sherman
House and are fully aware of the use to which Sherman House will be
put as a group home. Mr. Buck is already scheduled to meet with
the Hone Owners Association and a date will be set in the near
future for a similar meeting when the CHS staff can be present.
With the Court-imposed cap on the Juvenile Hall population and the
efforts which are being made by CHS and the Probation Department,
we see no reason to keep this issue on referral to our Committee
and are, therefore, recommending that time item be removed from the
Committee.

Shortly after the Board of Supervisors decided in July to not
fund our 1992-93 contract with Children' s Home Society (CHS) , we
began discussions with CHS about another use of -the County owned
facility in Sherman Acres. I pointed out our need to control our
Juvenile Hall population and that we have had several Court wards
with placement orders there who might be placed into a group home
or special foster homes for a short stay pending further
disposition. CHS was very interested and we jointly prepared a
proposal for a program which would be funded by AFDC-FC State and
County funds similar to all other group homes. I suggested the
County would be interested in this type of use for the facility
at little or no cost to the provider.
While the State budget was pending, the State Department of
Social Services (SDSS) would not approve any AFDC-FC rates for
new programs. We and CHS took our proposal as far as we could
while waiting for a State budget to be adopted. SDSS encouraged
CHS, indicating they would approve the project once permitted to
do so.
Now that the State budget is in place that log jam is cleared.
There is one additional letter of input from Probation that is
needed and I await specific instructions for that letter at this
time. '
Meanwhile, CHS has recruited staff and will be ready to open the
program as soon as the rate is approved. We hope this will occur
in November.
CHS has also begun to recruit foster families utilizing their
foster family finding license. These would be used to supplement
the six beds at Sherman House for the same targeted population.
When all of this is in place we hope to divert six to twelve boys
and girls who would otherwise be held in Juvenile Hall.

This project is important to minimize the impact of. the Court
ordered cap on the Juvenile Hall population and in light of the
fact that Youth Homes, Inc. closed the Bridgeway replacement
group home in September.

Re: Children' s Home Society Group Home Proposal
The Contra Costa County Probation Department wholeheartedly
supports this proposal for a six bed group home for court wards
ordered to be placed into foster care.
Currently and in the past several years this targeted population
has had to be housed in our Juvenile Hall pending placement,
screening, assessment for diversion, and re-placement. Of the 30
to 40 such wards in detention, several are suitable for
to
placement in an open setting, but such a resource is
not available. Since 1990, our county has issued two requests
for proposal for a transition program of this sort, but responses
did not meet our expressed needs and fiscal abilities.
Contra Costa County Probation has had a positive interagency
relationship with CHIS for over 1-4 years, and we have found the
agency to be very responsible , adnninistratively sound, and
-arable o` meeting the needs of children under their care.

Contra Costa County owns a licensed six bed home heretofore used
as a runaway shelter operated by C.S. Budget cuts have
necessitated closure of that pro-ram. our County is prepared to
permit CHS to use this facility in Pleasant Hill at no cost to
CHS so the proposed transitional group home will be ideally
located in Central County.
We have experienced ' overcrowding in our Juvenile Hall for the
past three years. We've also seen an increase in the need to
detain serious and violent offenders in Juvenile Hall. Since our
capacity is extremely limited, we must take steps to remove all
detainees who can safely be released or housed in alternative
programs. We have targeted wards with placement orders to
accomplish part of this objective.

we solicited . CHS to consider providing a transitional group home
program to meet our needs and more importantly the needs of the
targeted population. We believe that diversion and reunification
will be enriched through this short term residential program.

soon as possible.

PROGRAM STATEMENT
FOR
CONTRA COSTA COUNTY
JUVENILE HALL TRANSITION CENTER
PURPOSE:
The purpose of this short term (up to 90 days) , transition
center will be to reduce the overcrowding at juvenile hall, and
minimize the need for long term placement of adjudicated juvenile
offenders. This will be done by making a thorough assessment of
their psychosocial and educational needs along :with assessing the
juvenile's ability. to return home, and their willingness and
ability to cooperate in an community base group home or foster
home. This program will provide these youths with a stable,
structure, well supervised environment. In addition, these youths
will have a key liaison person that will insure all of their court
ordered needs are being filled. This may include, but is not
limited to Individual Educational Plans (IEP) , psychological
evaluations, chemical dependency evaluations, and evaluations for
sexual offenders. Another primary component to this short term
model is to reunify as many young people with their families as
possible.
TARGET POPULATION:
The population served will be those youths, ages 13 to 17 who
are wards of the court (602 or 601 WIC) that may have serious
conduct, behavioral and/ or emotional disorders. These young
people who would otherwise be in juvenile hall awaiting placement
or returned from placement and awaiting further action for the
-,Court of the Probation Department.
OVERALL GOALS AND OBJECTIVES:
1. Reduce juvenile hall overcrowding.
a. This 10 bed program will limit the number of youths that
come into juvenile hall and will provide a thorough screening and
assessment during the 90 day program.
2. Reduce or prevent the number of long term of home placements.
a. Providing family therapy by a Masters level therapist to
youths and their families, as indicated in the service plan.
b. Provide case management services for the child and their
families in the own communities.
3 . Reduce repeated placement failures.
a. Assess the reasons why the child has repeatedly failed
placement.
b. Suggest the optimal type of program that will meet the
young person's needs.

4. Provide a supportive, stable,. structured milieu or residents
to begin to learn self control and new coping mechanisms.
a. Provide a staff/resident ratio of 1: 3 during active parts
of the day to insure enough supervision. The remaining times
(school hours and awake nights) there will be a 1 :6 staff/resident
ratio.

Some of these residents may have experienced an unstable home environment `-` 7
for most of their lives, and have learned antisocial means to cope with their
feelings of anger. These feelings are the result of the rejection and trauma
these children have eVcxieneed. These young people mar be transitioning
;0 `A from a long term group home situation back to their home, or may have
failed multiple out-of-home placement& Furthermore, children needing this
service may be just introduced into the juvenile justice system as the result of
a crisis and need to have a structured setting in which to settle down and a
service plan developed to best meet his/her needs.

The Sherman House Program is a cooperative effort between CIIS and the
Contra Cost County Probation Department to meet a growing need taledaoe

Sherman House staff: The staff will also provide an assessment of placement
needs,a.service plan,and a discharge plan which will be reviewed periodically
during the assessment period.
Goal #3: For those residents where family reunification is appropriate,
Sherman House.. staff will provide counseling and supportive services to
reunify the child with the family.- This will include at least weekly fancily
counseling session., home visits, community resources and group and/or
individual counseling for the resident..

setting in which a thorough assessment and comprehensive service plan will
be developed. All staff will be trained in the use of the bobildg negcmant
system-and in areas of child care that are pertinent to the teens we serve.
The residents of this program will require daily contact with staff who show
empathy,and are able to set firm limits. Along with these qualities,child care
staff will be expected to provide a safe, nurturing environment. This will
involve cooking meals,doing laundry,making appointments and other services
that are needed to meet the needs of the resident.
The age range of prospective residents from 13jjpr 17.wii1 necessitate a
comprehensive behavioral management system. An overall system for
managing, measuring and affecting behavioral change on a daily basis will
provide residents with continuous feedback from staff. Youth will be active
participants in formulating their goals while at Sherman House and the
specific activities to reach their goals.
The program will have planned recreation, education and counseling
components. These activities will be geared to each individual's plan and may
include individual,group and/or community activities. All child care staff will
receive weekly supervision to discuss the dynamics of the residents in the
house, their relationship to them and to other staff.
2. Social Serdar,
CHS's Sherman House Program will have a qualiHcd SocW Worker with a
Master=s degree in social work or related field working 50%time, The duties
of the Social Worker will include general supervision of daily living
responsibilities of the residents. 'Ibis will include such activities as basic living
slaps and in-house group dynamics. In addition, the Social Worker will be
responsible for case management and coordination with schools and outside
professionals. The Social Worker carries primary responsibility for intake
functions, which would be conducted during regular business hours, In the
event br-ii emergents the- Social-Worker-and7- Program- Manager will
determine who-wilt conduct the intake interview. Finally, the Social Worker
will offer family counseling to those residents where family reunification is
deemed appropriate.
3. Mr,ntal Health Services
The meatal health. services.will be provided by the Progr m. Manager, a .

licensed Marriage, Family and Child Counselor (MFCC) and by other
contracted professionals. The Program Manager.will provide psychotherapy
for residents utilizing both individual and group modalities. the Program
Manager has ultimate' authority in intake decisions.as well as all other clinical
and administrative functions in the program. In response to the specific
request of the Probation Department, special qcn =:tie placa_:on
fncilitating_tho IF.lpreas;_for some young people. A contracted 3icent+etl.
psychologist will conduct all needed psychological testing. A board eertifled
psychiatrist will be available to monitor all residents on psychotropic
medication and for consultation on cases as necessary, The program will also
have contacts available for such assessments as chemical dependency and
sexual assault, and any other needed assessments ax deemed appropriate by
the Probation Officer.

d. Intake Police Intakes will formally be reviewed during normal
business hours, but in the case of an emergency, on-call staff will be
available to facilitate admission.
2. Mental Health Services
a. Psychiatric Services: Staffing includes a child and adolescent
psychiatrist to be available for staff consultation, medication
monitoring and treatment planning, when necessary.
b. Psychological Services: This program will provide psychological
services for testing and evaluation purposes.
c. Mental Health Services: The Program Manager, a LMFCC will
provide individual and group counseling to residents and if
appropriate, facilitate the IEP process.
3. Social Wrk
Social work services will be provided by a 50% MSW. Such services will
include case management, assisting residents in daily Iiving activities,
community referrals, and coordination of services with school and other
outside professionals.

5. FrciliV.
The program will be housed in the exUting Sherman House Shelter facility.
This is a three bedroom, two bath. ranch style home in a residential
t neighborhood of Pleasant Hill. The house is located at the end of a
VJ' residential street, with a sports court in the back yard for recreational
�! ' e 4G/ activities All children will attend the County Day School in either.PIcasatit-
�� HiP or Martinez.
6. Community Involvement
Policy. The amount of involvement each resident has in the community will
be determined by the case management plan. The decision will be based on
the opinion of the program staff, the probation officer and the performance
of the residents in the program, as measured by the behavior management
system.
Outside Employment: Because of the short term nature of the program,
residents will not be likely to have employment outride of Sherman House,
however, special consideration may be given to residents that already have
jobs prior to admission_
The resident's case plan piny call for community servioe work, which would'>

Unlcss contraindicated, all residents of the Sherman House Program will
attend the Conn Day School in Pleasant Hill or Martinez. Sherman House

S. Planned Recreational Activities
The Sherman House Program will provide planned recreational and leisure
activities daily..Such activities may include but are not limited to,basketball,
tennis and baseball games, hiking. crafts or art projects. There will also be
daily house meetings lead by child care staff, and group activities three times
a week led by either the Social Worker or the Program Manager.
