HomeMy WebLinkAboutMINUTES - 11031992 - H.5 H. 5 THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA Adopted this Order on November 3 , 1992 by the following vote: AYES: Supervisors Powers, Fanden,Schroder, Torlakson and McPeak NOES: None ABSENT: None ABSTAIN: None SUBJECT: Hearing On Appeal By Thomas Gingrich On Subdivision 7693 DeBolt Civil Engineering and Beverly Gingrich In The Alamo Area. This is the time heretofore noticed by the Clerk of the Board of Supervisors for hearing on the appeal by Thomas Gingrich (appellant) from the decision of the San Ramon Valley Regional Planning Commission Board of Appeals on the appeal of the Zoning Administrator' s approval of a vesting tentative map to divide 4 .88 + acres of land into 9 lots, DeBolt Civil Engineering (applicant) and Beverly Gingrich (owner) (Subdivision 7693 ) in the Alamo area. Dennis Barry, Community Development Department, presented the staff report on the appeal and commented on the staff recommendation alternatives to approve the subdivision as it was approved by the San Ramon Valley Regional Planning Commission including the additional conditions or grant the applicants appeal and approve the subdivision as it was approved by the Zoning Administrator. The public hearing was opened and the following persons appeared to speak: Eric Hasseltine, 1350 Treat Boulevard, #210, Walnut Creek, representing the applicant, spoke in favor of the project and he requested that the Board grant the applicant' s appeal, reinstate the Zoning Administrator' s approval and the original staff recommendations as well as the Zoning Administrator ' s conditions to which the appli- cant agrees and approve Option B in the staff recommendations today. Supervisor Schroder discussed with Mr. Hasseltine the issues of parking spaces and the justification for reducing the lots from 9 to 8 by the Planning Commission. Sharon Welty, 230 Likely Drive, Alamo, spoke in support of the the neighbors and in opposition to the narrowing road. Gary S. Dodson, 326 Likely Court, Alamo, spoke in support of the San Ramon Valley Regional Planning Commission decision. Larry M. Meyers, 316 Likely Court, Alamo, spoke on concerns with the number of lots in relation to the access road and house height. Don Copland, 2350 Heritage Oaks Drive, Alamo, representing the Alamo Improvement Association, spoke on concerns including conformity with the neighborhood and he spoke in favor of maintaining one half acre parcels and 32 foot wide streets. Eileen Frith, 28 Lahoma Court, Alamo, requested support for continuity in the neighborhood and a compromise on the project. Rosetta Voss, 220 Likely Drive, Alamo, presented photos of the area (the Board returned the photos at the end of the hearing) and spoke on concerns including parking, the number of lots and the street width and the house heights. The Chair submitted written comments from Jim Welty and Gloria Karstens. Duane Karstens, 116 Garydale Court, Alamo, spoke on concerns including the height of proposed homes and expressed opposition to a bike path or trail behind his home. Eric Hasseltine spoke in rebuttal. Eileen Frith requested clarification on the possible closure of the San Ramon Valley Fire Protection District. Supervisor Powers commented that unlike other districts, the San Ramon Valley Fire Protection District was adding new fire fighters. The public hearing was closed. Supervisor Schroder commented on this being an infill project and he moved to defer the decision on this matter to November 24, 1992 to give consideration to the testimony given today. Supervisor Schroder also requested clarification on the bike path and moving the cul de sac into the development if that were possible. Supervisor McPeak clarified that this would be listed on the determination calendar at 9: 00 a.m. IT IS BY THE BOARD ORDERED that the decision on the appeal of Thomas Gingrich on a vesting tentative map for Subdivision 7693 in the Alamo area is DEFERRED to November 24, 1992 at 9: 00 a.m. I hereby certify that this Is a true and correct copy of an action taken and entered on the minutes of the Board of Supervisorson he date shown.
