Recommended Action: Direct the Director of Public Works and Director of Community Development to work with the Oakley Municipal Advisory Council to determine the extent of median islands in the Oakley area that will be constructed through the development process, and to explore methods of funding those portions of median islands that will not likely be constructed through the development process. II. Financiallmpact: Some staff time involving preparation of a report on the various funding mechanisms to construct median islands within the Oakley area. III. Reasons for Recommendations and Background: Several of the main arterials in the Oakley road system are planned as parkways with landscaped median islands. The County has considered median islands and their surface treatment (landscaping, textured concrete, etc.) to be a frontage improvement. Frontage improvements are constructed with the development of properties that front along a public street. Frontage improvements typically consist of curb, gutter, sidewalk, landscaping behind the sidewalk, street lights, twenty feet of pavement widening along the street frontage, and half a median island, if the road along their frontage is planned to be a divided road. On July 27, 1992, the East County Regional Plan Commission (ECRPC) held a public hearing for a development on the corner of Laurel Road and O'Hara Avenue. Reasons for Recommendations and Background, cont.: issue was raised about the funding of median islands along those portions of the road system where the fronting property has already developed or cannot develop in the future. These properties, for example, would include parks, school districts, property owned by utilities, such as the water treatment plant along Empire Avenue, and those properties that have already been subdivided. Staff had recommended that this project construct or contribute the cost of installing the median islands on Laurel Road and O'Hara Avenue similar to other projects in the past along these planned parkways. The ECRPC is concerned that the median islands will be constructed along portions of the planned parkways where fronting properties are developing, but that there is no funding mechanism or overall plan to ensure that the balance of the median islands will be funded and constructed. It was noted that area of benefit funds could be used to construct the median island curb, but could not be used to fund the installation of landscaping and irrigation facilities. In addition, there is a maintenance cost that must be identified to maintain all of the landscaping within the median islands of the future parkways. The ECRPC urges the Board to direct staff to prepare a report of how many miles of median islands are planned in the Oakley area, what percentage of those islands can be expected to be funded through the development process, what percentage cannot be funded through development process, and then explore the options available to fund the unfunded portion of the islands. This effort could be done in conjunction with the update of the Oakley Landscaping Plan. IV. Consequences of Negative Action: The Oakley area would not have a comprehensive plan to fund and construct the median islands within the future parkways.
