Project No.: 0662-6U4241-92, Oakley Area; CP #92-73 SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION I. Recommended Action: APPROVE project and DETERMINE that the project is a CEQA Class 1c Categorical Exemption, and DIRECT the Public Works Director to prepare contract plans and specifications for construction. DIRECT the Director of Community Development to file a Notice of Exemption with the County Clerk. DIRECT the Public Works Director to arrange for payment of the $25.00 handling fee to the County Clerk for filing of the Notice of Exemption. H. Financial Impact: The estimated project cost of the traffic signal is $30,000 and is funded by the County Public Works Department Road Funds. III. Reasons for Recommendations and Background: Laurel Elementary School, located on Laurel Road in the Oakley area, was recently opened in the summer of this year. The County will be installing several traffic control devices in the vicinity of the school on Laurel Road at Mercedes Lane. These traffic control devices consist of a traffic signal and painted yellow crosswalks across Laurel Road and Mercedes Lane. The traffic signal can be activated by pedestrians desiring to cross Laurel Road or by cars on Mercedes Lane. Reasons for Recommendations and Background: (Cont.) The installation of the signal is a safety project which will provide a specific and safe location for children attempting to cross Laurel Road to access the school. The project has been determined to be in compliance with the General Plan and is exempt from CEQA because it is a minor improvement to an existing facility. IV. Consequences of Negative Action: Delay in approving the project will result in a delay of design and construction and may jeopardize funding. i
