MICHAEL WALFORD, PUBLIC WORKS DIRECTOR DATE: November 3, 199.2 SUBJECT: Approve Traffic Signal Modification Project at El Portal Drive and Fordham Street, and San Pablo Avenue at.Shamrock Drive, West County Area Project No.: 0662-6U4168-92; CP #92-75 0662-6U4169-92; CP #92-75 SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION I. Recommended Action: APPROVE project and DETERMINE that the project is a CEQA Class lc Categorical Exemption, and DIRECT the Public Works Director to prepare contract plans and specifications for construction. DIRECT the Director of Community Development to file a Notice of Exemption with the County Clerk. DIRECT the Public Works Director to arrange for payment of the $25.00 handling fee to the County Clerk for filing of the Notice of Exemption. H. Financiallmpact: The total estimated project cost for the two traffic signal modifications is $90,000 and is funded by the County Public Works Department Road Funds. III. Reasons for Recommendations and Background: The project involves the modification of two traffic signals at two locations in the West County Area. The existing signals were constructed 20 or more years ago at San Pablo Avenue and Shamrock Drive, and El Portal Drive and Fordham Street. The signal standards were installed in the median islands. Reasons for Recommendations and Background: (Cont.) Currently, all jurisdictions are making an effort to remove potentially "hazardous" facilities from median islands as funds become available. As part of this effort, the median island signal standards will be removed, new signal standards and signal heads will be installed and any concrete islands and sidewalks damaged by the project will be repaired. Opticom Fire Preemption hardware will also be installed at both sites. This feature alone makes the project a benefit as it will allow fire trucks uninterrupted and protected movement through the intersections. This will permit a faster response time to emergencies. The project has been determined to be in compliance with the General Plan and is exempt from CEQA because it is a minor improvement to an existing facility. 1V. Consequences of Negative Action: Delay in approving the project will result in a delay of design and construction.
