HomeMy WebLinkAboutMINUTES - 10271992 - X.1 v x t THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA Adopted this Order on October 27 , 1992, by the following vote: AYES: Supervisors McPeak, Powers and Torlakson NOES: Supervisors Fanden, Schroder ABSENT: ABSTAIN: SUBJECT: Measure B, 1992 Election ) Resolution No. 92/722 The Contra Costa County Board of Supervisors Resolves That: Measure B (Ordinance No. 92-55) appears on the November 3, 1992 ballot. Concerning it, this Board' s members has been asked to state and declare why the County placed Measure B on the November ballot. For this reason, this Board Hereby Determines and Declares that it place Measure B on the ballot for the following reasons: 1 . California's 1992 budget crisis ended with the state taking property taxes away from counties. Property taxes support the highest priority local services such as law enforcement, the justice system, libraries and community volunteer "safety net" organizations. For this reason, the state budget crisis has hit even harder at the local level than in the past. 2. The Board of Supervisors cut $51.7 million from the 1992-93 budget and eliminated 576 positions (more than 350 filled). In making these budget reductions, the Supervisors began by rolling back salaries for themselves and department heads, reducing administration ratios to unprecedented low levels and cutting overhead. But many vital services still had to be reduced to balance the county budget. 3. Measure B will generate $6.7 million and restore a portion of the priority services that were eliminated or cut as noted in paragraph 1 above. 4. Measure B was placed on the ballot to give voters an option to retain priority services that were cut as a result of the state taking away local property tax revenues from the county. It is the only countywide revenue-raising authority available to the people of Contra Costa for restoring some of these priority services. 5. Finally, this Board understands that it is predicted by most budget analysts that the state will take away property tax revenues from the county and local government again next year. While it is expected that the local budget cuts will be even greater next year than this year, this Board has placed Measure B on the November general election ballot because it is significantly less expensive than holding a special election next year.
