Request the John Muir Hospital. Board of Trustees to delay the closure of
the John Muir Adolescent Treatment Center.
BACKGROUND:
John Muir Adolescent Treatment Center (ATC) in San Ramon opened and
first accepted patients in August of 1988 . Since that time over 400
young people from various communities in northern California have been
treated for substance abuse. The ATC provides inpatient and long term
out-patient treatment for alcohol and drug abuse of addiction to teens
afflicted by this disease. It also provides low-cost, short-term
treatment in their "Breakthrough" program where children and their
parents are seen four times in separate counseling and education ses-
sions. An educational series , "Parents, Kids and Drugs," is provided to
the community at large at no cost. John Muir Adolescent Treatment
Center staff provides ongoing support to San Ramon Valley junior high
and high schools (San Ramon, Monte Vista, Del •Amigo . and California. High
Schools) through education and intervention as requested. The ATC is a
resource for information and referrals to parents, educators, health
care professionals, law enforcement agencies, and children. Substance
abuse assessments are provided free of charge to teens referred from any
source. Contra Costa County has referred adolescents involved in the
Alcohol Offense program for free assessments to determine whether a
significant substance abuse problem exists and further treatment is
required. ATC provides medical care during withdrawal, education•;
counseling and support not only to the identified patient suffering from
substance abuse, but to the entire family.
John Muir Hospital Board of Directors has elected to close the Adoles-
cent Treatment Center on December 1, 1992. Staff layoff's will occur to
that date. The 1992 inpatient census at John Muir ATC was predicted to
be the largest in the history of the program. As of October 8 , 1992, 96
inpatients had been cared for.

DESIGNATED Supervisors Schroder and Fanden to contact the Board of Directors of
John Muir Hospital to urge them to continue the Adolescent' l'reatment Center as a return
to the community in view of their 20-year designation as the trauma center.
