SUBJECT: Certification of the Adequacy of the Final Environmental Impact Report
for the Wiedemann Ranch Residential Community Project; Rezoning File
#2947-RZ, Preliminary Development Plan #3005-91, Subdivisions 7575 and
7578, and Requested Cancellation of Agricultural Preserve Contracts
#16-70 and #5-76 in the San Ramon Area.
SPECIFIC REQUEST(S) OR RECOMMENDATIONS) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
1. In accord with the San Ramon Valley Regional Planning
Commission recommendation for this 1, 143 acre site, wherein it
recommended certification of the adequacy of the Final
Environmental Impact Report for the Wiedemann Ranch
Residential Community project:
A. Certify that the 1989 Westside Specific Plan Final
Program Environmental Impact Report and the Wiedemann
Residential Community Project Final Supplemental
Environmental Impact Report are complete and adequate to
consider approval of the Wiedemann Ranch Residential
Community Project and related actions as set forth in the
project description ("project") , as follows:
1) The 1989 Westside Specific Plan Final Program
Environmental Impact Report has been prepared and
certified as adequate by the City of San Ramon, is
adequate to consider this project under CEQA,
including PRC § 21166 and Guidelines § 15163 and §
15090, and is being relied on by the County Board
of Supervisors as the new lead agency;
2) The Final Supplemental Environmental Impact Report,
including its responses and its comments, is
complete and adequate under CEQA, including PRC §
21166 and Guidelines § 15163 and § 15090;

3) The only impacts requiring additional environmental
review and a supplemental environmental document
under PRC § 321166 and Guideline § 15163 are
identified and discussed in the Final Supplemental
Environmental Impact Report.
FISCAL IMPACT
None.
BACKGROUNDIREASONS FOR RECOMMENDATION
On October 27 , 1992 the Board of Supervisors conducted a public
hearing on the recommendation of the San Ramon Valley Regional
Planning Commission to certify the adequacy of the Final
Environmental Impact Report for the Wiedemann Ranch Residential
Community and to approve the 370-unit project. After taking
testimony, the Board closed the hearing and directed that this
Board Order be issued to certify the adequacy of the Final EIR.
Concomitantly, the Board continued the review of the project to its
November 17 , 1992 meeting for decision.
