HomeMy WebLinkAboutMINUTES - 10131992 - 2.5A C2. 5 a THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA Adopted this Order on October 13, 1992 by the following vote: AYES: Supervisors Powers, Fanden, Schroder, Torlakson and McPeak NOES: None ABSENT: None ABSTAIN: None SUBJECT: Standards for Administration of the General Assistance Program RESOLUTION NO. 92/697 The Contra Costa County Board of Supervisors RESOLVES that: Resolution No. 92/671, adopting standards of aid and care for the indigent and dependent poor of the County (General Assistance), is hereby amended as follows, effective November 1, 1992: Part 1, section 110 is added to read as follows: 110. In the event that an adjustment is made to the maximum aid level in the county under the Aid to Families with Dependent Children program as provided in Welfare and Institutions Code section 11450.02, the section 11450.01 AFDC adjustment to the General Assistance standards of aid adopted pursuant to section 17000.5 (a) and the cost of housing adjustment to the General Assistance standards of aid adopted pursuant to section 17000.5 (e), shall be replaced by an adjustment to the General Assistance standards of aid equal to the AFDC adjustment established under section 11450.02 for Contra Costa County, effective on the operative date of such adjustment. 1 hereby certify that this is a true and correct copy of an action taken and entered on the minutes of the Board of Supervisors on the date shown. SUBJECT: Discretionary Social Welfare ) Programs adopted pursuant to ) Resolution No. 92b98 Government Code section 26227 ) The Contra Costa County Board of Supervisors RESOLVES that Board of Supervisors Order dated October 31, 1991, subject "Housing Assistance for General Assistance eligibles", and Board of Supervisors Resolution No. 91/607, subject "Discretionary Social Welfare Programs adopted pursuant to Government Code §26227", are hereby rescinded effective December 1, 1992: The Contra Costa County Board of Supervisors further RESOLVES: In addition to the aid and care which it must provide under Welfare and Institutions Code section 17000, or any other aid and care which is mandated by law, acting under the authority of Government Code section 26227 to establish discretionary county programs to meet the social needs of the population of the County, the Contra Costa County Board of Supervisors hereby adopts the following programs effective December 1, 1992. No person may claim or demand the benefits of any of the following programs as an entitlement. Program: Special Needs for General Assistance Eligibles In addition to basic need assistance for persons determined eligible for a General Assistance grant, an allowance for the following special needs may be provided. a. In order to assist employable recipients to meet the employment programs requirements of the General Assistance program, the following may be allowed: i. workfare transportation b. For verified health reasons, the following may be allowed, if confirmed in writing by the recipient's doctor: i. eyeglasses ii. special diets iii. medical transportation C. A Board and Care supplement may be allowed for General Assistance recipients who have been placed in Board and Care living arrangements by an Adult Protective Services social worker in the following circumstances: i. the individual has an SSI application or appeal pending ii. the supplement does not exceed $349 per month iii. the allowance is limited to six months, subject to review iv. The recipient must agree that supplemental payments shall be repaid to the county from the federally paid SSI/SSP benefits. RESOLUTION NO. 92/698 d. In order to assist General Assistance recipients to obtain permanent housing, a Housing Assistance special need may be authorized as a loan at the discretion of the Social Service Director, upon his finding that all other resources have been exhausted, and the provision will not supplement or supplant an existing housing arrangement: i. if a General Assistance eligible locates permanent housing, but cannot obtain the housing without a special need allowance; ii. if the monthly rent amount does not exceed 80% of the eligible's monthly income; iii. for the first and last months' rents and required deposits, not to exceed 80% of the eligible's monthly income plus required deposits; iv. not more than once in a twelve-month period. e. All other previously authorized special need allowances are terminated effective December 1, 1992. i hereby certify that this Is a true and correct copy of an action taken and entered on the minutes of the Board of Supervisors on the date shown.
