SUBJECT: FY 1992 Emergency Shelter Grant Contract
SPECIFIC REQUEST(S) OR RECOMMENDATIONS (S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
Authorize the Director of Community Development or his designee to
enter into a contract with the Housing Authority of the County of
Contra Costa providing $72, 000 in Federal Emergency Shelter Grant
(ESG) Funds to support operations at the Brookside Emergency Homeless
Shelter and Shell Avenue Family Shelter.
FISCAL IMPACT
No General Funds are involved.
BACKGROUND/REASONS FOR RECOMMENDATIONS
On April 7, 1992 , the Board of Supervisors authorized execution of a
Grant Agreement between the' U.S. Department of Housing and Urban
Development and Contra Costa County specifying the use of $72, 000 in
FY 1992 ESG funds to support operations at the Brookside Emergency
Homeless Shelter ($36, 000) and the Shell Avenue Shelter for Homeless
Women and Families ($36, 000).. The Brookside Shelter is currently
operating and provides emergency shelter for up to 56 single adults.
The Shell Avenue Shelter is currently undergoing renovation and is
scheduled to open in December of 1992 . Funds at both shelters will
be used to provide food, linen service, transportation, cleaning
supplies, and personal hygiene supplies.
