Lt. Roy Kinion, Jr. , has been an employee of the California Highway
Patrol for 27 years, with 13 1/2 of those years being spent in
Contra Costa County. Lt. Kinion is now leaving the CHP, and we
want to take this opportunity to honor this outstanding public
servant on the occasion of his retirement.
Serving as both a sergeant and a lieutenant allowed Lt. Kinion to
gain insight to the people of the community. He often acted as a
liaison between the public and the Board of Supervisors by
championing their causes.
Lt. Kinion' s dedication to the CHP is exemplary. In 1981, he did
a feasibility study for using radar, which led to statewide use.
He has also been Acting Commander several times.
Lt. Kinion' s personable attitude and the knowledge he has gained
from his tenure have earned him widespread respect from both his
superiors and his. co-workers. His presence and input will be
sincerely missed.
