SUBJECT: RESTRUCTURING OF AND APPOINTMENTS TO THE FAMILY AND CHILDREN'S
TRUST COMMITTEE; STUDY OF THE HUMAN SERVICES SERVICE DELIVERY
SYSTEM IN THE COUNTY
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS:
1 . Accept the resignation of Mary Lou Lucas as the United Way
representative on the Family and Children' s Trust Committee
(FACT) .
2 . Accept the resignation of Sara Martin as the HSAC
representative ! on FACT.
3 . Accept the resignation of Dianna Coggin as the FACSAC
representative on FACT.
4 . Accept the resignation of Allan C. Moore as an at-large
appointment to FACT.
5 . Appoint Michael Hall as the representative of the Child Abuse
Systems Review Committee to FACT for a two year term expiring
September 30, 1994, replacing Terri Kard who has asked not to
be reappointed.
6 . Appoint David Joslin as the representative of FACSAC to FACT,
to complete an unexpired term ending September 30, 1993,
replacing Dianna Coggin.
7 . Eliminate the seat on FACT currently designated for the
Children and Adolescent Task Force which was created July 25,
1989 and has not been eliminated, although current records do
not reflect the seat.

8 . Eliminate the seat on FACT currently designated for the
Regional Prevention Network.
9 . Eliminate the seat on FACT currently designated for the
Superintendent of Schools .
10 . Eliminate the seat on FACT currently designated for the
Criminal Justice Subvention Committee.
11 . Eliminate the seat on FACT currently designated for the
Countywide Drug and Alcohol Coordinating Committee.
12 . Eliminate the seven at-large seats on FACT.
13 . Add a seat to FACT representing the Children' s Coalition, to
be nominated by the Coalition and appointed by the Board of
Supervisors .
14 . Add a seat to FACT representing the Child Care Task Force, to
be nominated by the Task Force and appointed by the Board of
Supervisors .
15 . Add a seat to FACT representing a countywide drug and alcohol
prevention committee, to be nominated by eligible entities and
appointed by the Board of Supervisors .
16 . Add a seat to FACT representing a countywide education-
oriented committee/group, to be nominated by eligible entities
and appointed by the Board of Supervisors .
17 . Add five seats to FACT, one from each Supervisorial District,
to be nominated by FACT from the Supervisorial District and to
be appointed by the Board of Supervisors .
18 . Appoint Alice W. Furst to the District 1 seat on FACT.
19 . Appoint Mary Lou Lucas to the District 3 seat on FACT.
20 . Add three at-large seats to FACT, to be recruited from among
community groups such as the following (the following are only
examples, others are to be added as identified) :
League of Women Voters, AAUW, NAACP, Junior League, United
Council of Spanish-Speaking Organizations, Familias Unidas,
Black Family Association, groups representing Asian
populations, Rotary, Lions, Business and Professional Women,
Soroptomist and other service clubs, Lao Family Program,
Hispanic Chamber of Commerce, Churches, PTA's or other
educational entities .
21 . Request that the Chairs and staff to FACT and the Family and
Children' s Services Advisory Committee (FACSAC) explore how a
reorganization might be undertaken which would allow for a
consolidation of FACSAC with FACT, with the resulting new
entity (or an especially constituted sub-committee of the
entity) taking over the existing charge to both advisory
groups and report their conclusions and recommendations to the
Internal Operations Committee on December 14, 1992 .
22 . Authorize the Chair of the Board of Supervisors and County
Administrator to convene, between October 6, 1992 and December
1, 1992, a series of forums on the human services delivery
system in Contra Costa County in an effort to consult with
appropriate advisory committee members, community members and
County staff on what changes are needed and advisable in order
to allow the human services system in Contra Costa County to
perform in the most effective and efficient manner possible
and report their conclusions and recommendations to the
Internal Operations Committee on December 14, 1992 .

23 . Encourage the members of the Human Services Advisory
Commission to participate fully in all of the forums scheduled
pursuant to recommendation # 22 above. Indicate the intent of
the Board of Supervisors is to consider addressing the future
of the Human Services Advisory Commission at the time that the
Board considers recommendations from the Internal Operations
Committee on restructuring the human services delivery system
in the County.
24 . Authorize FACT to reassign or select terms of office with the
view to having all terms expire after two years and with half
of the terms expiring each year. Request staff to FACT to
advise the Clerk of the Board of Supervisors of the new terms
of office for each seat.
BACKGROUND:
On August 4, 1992 the Board of Supervisors concurred with our
Committee 's recommendation that HSAC and FACT each consider the
feasibility of combining the two advisory boards and transfer to
the new advisory board the responsibilities which have, to date,
been carried out by FACT. The two advisory boards were asked to
consider this possibility and then meet with our Committee on
September 28, 1992 to discuss this in more detail .
Our Committee met with members and staff of both FACT and HSAC on
September 28, 1992 . Supervisor McPeak clarified that she had not
intended the suggestion about combining FACT and HSAC to be an
absolute suggestion, only a comment that might be pursued. From
subsequent conversations it is clear that this is not necessarily
a workable consolidation. However, Supervisor McPeak noted that we
might want to look at combining FACT and FACSAC into a new advisory
body which could assume the existing responsibilities of both FACT
and FACSAC.
Staff noted that a number of resignations and appointments needed
to take place regardless of whether further consolidation takes
place. In addition, our Committee had before it the original
request from last April to restructure FACT by adding several
seats, eliminating some seats and soliciting seats from a wider
variety of organizations in an effort to keep FACT seats filled and
conflict free as is required in order to participate in the
allocation of state funds .
Our Committee is also concerned that effort needs to be invested in
some fundamental restructuring of the ways in which human services
in the County are organized and delivered. As a result, we have
recommended that the requested restructuring of FACT take place
immediately, as is reflected in the above recommendations .
However, we are also recommending that the Chair of the Board of
Supervisors and the County Administrator convene a series of forums
with various advisory boards, committees, commissions, community
organizations and staff to determine what changes are needed in the
ways in which human services are organized and delivered in the
County. Findings and recommendations should be forwarded to our
Committee on December 14, 1992 so that we can discuss these issues
and prepare recommendations to the Board of Supervisors before the
end of the year.
