SUBJECT: REPORT ON AN ALTERNATIVE TO THE PREPARATION OF A QUARTERLY
SELECTION REPORT BY EACH COUNTY DEPARTMENT RELATING TO THEIR
AFFIRMATIVE ACTION IMPLEMENTATION PLAN
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS :
1 . Direct the Director of Personnel to prepare and forward to the
Equal Employment Opportunity Advisory Council and each
Department on a quarterly basis a report similar to the
attached which identifies the number of positions filled in
each classification by Department and identifies the race, sex
and other information about the individual who was selected,
without identifying the individual by name and without
releasing any confidential information about .that individual .
2 . Leave this subject matter on referral to our Committee.
BACKGROUND:
On September 8, 1992, on the recommendation of our Committee, the
Board of Supervisors requested the Director of Personnel and
Affirmative Action Officer to
" . . . jointly determine how information on the race and sex
of each interviewee for each position can be provided to
the Equal Employment Opportunity Advisory Council and
report their findings and recommendations to our
Committee on September 28, 1992 . In this report, the
Affirmative Action Officer should also recommend the
content for a quarterly selection report to be prepared
by each County Department which will assist in evaluating
the outcome of the selection process . "

The Director of Personnel and Affirmative Action Officer reported
back to our Committee on September 28, 1992 and provided us the
attached report. This report, which is being prepared centrally by
the Personnel Department, can be supplied to each Department to
assist the Department Head review the manner in which his or her
selections are being made in terms of affirmative action goals . In
addition, the report can be provided to the Equal Employment
Opportunity Advisory Council to assist the Council in conducting an
overall evaluation of the effectiveness of the County' s selection
process .
This report format has been discussed with the Equal Employment
Opportunity Advisory Council and has their approval . In addition,
this report can be used in lieu of the quarterly selection report
from each Department which had originally been requested by the
Equal Employment Opportunity Advisory Council . We are, therefore,
pleased to recommend the on-going preparation of the attached
report for the purposes indicated.
We would like to keep the issue of Affirmative Action
Implementation Plans on referral to our Committee since we have
asked the Equal Employment Opportunity Advisory Council to return
to our Committee with the outline of a model Affirmative Action
Implementation Plan. We plan to review this outline and recommend
it for Board approval before it is sent to Department Heads for
their use.

SUBJECT: Affirmative Action Reports
Attached is a copy of a report on appointments to County positions which is
currently being prepared by the Personnel Department. This report has been
reviewed by Emma Kuevor, County Affirmative Action Officer, and the Equal
Employment Opportunity Advisory Council.
This report which shows hires by race and sex is part of an ongoing activity
through which the Personnel Analysts notify their departments whenever the
opportunity exists for them to hire a female or a minority. A sample copy of the
memo is attached.
