SUBJECT: REPORT RECOMMENDING THE REMOVAL OF THE NPDES STORMWATER
POLLUTION CONTROL PROGRAM AS A REFERRAL TO THE INTERNAL
OPERATIONS COMMITTEE
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS:
Remove as a referral to the Internal Operations Committee the
matter of the National Pollutant Discharge Elimination System
(NPDES) which was referred to our Committee on January 14, 1992 .
BACKGROUND:
On January 14, 1992, the Board of Supervisors referred to our
Committee the need for the County and cities to comply with the
National Pollutant Discharge Elimination System (NPDES) . It was
clear that eventually the Program would consume a large amount of
money, none of which was available. A presentation was made to our
Committee on this subject on April 13, 1992, which we reported back
to the Board of Supervisors on April 21, 1992 .
The Board of Supervisors sponsored legislation to provide a funding
mechanism for the NPDES compliance program. This legislation, AB
2768 (Chapter 565, Statutes of 1992) has now passed the Legislature
and has been signed into law by the Governor.
Staff in the Public Works Department believe that further review by
our Committee is no longer needed and we concur in that evaluation.
We are, therefore, reporting this matter back to the Board of
Supervisors with the request that it be withdrawn as a referral to
our Committee.
