Costa INTERNAL OPERATIONS COMMITTEE ,,� COUnty DATE: September 28, 1992 SUBJECT: REPORT FROM MEETING WITH THE CHILD CARE TASK FORCE SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATIONS: 1 . Authorize staff to the Child Care Task Force to write to those entities which. nominated members of the Task Force who have not been attending regularly, asking the organization whether it wishes to continue to be represented on the Task Force and, if so, to try to insure that its representative attends meetings more regularly. 2 . Authorize the Chair, Board of Supervisors to write to the State Department of Education noting that some counties have received additional allocations as a result of the settlement of appeals and that in other counties funds were diverted from agencies which had already been allocated funds and that this County therefore assumes that it and all other similarly situated counties will also be receiving an additional allocation of funds . 3 . Leave this subject on referral to the Internal Operations Committee and authorize the Internal Operations Committee to meet with the Child Care Task Force again on November 23, 1992 . BACKGROUND: On Committee has continued to meet with the Child Care Task Force. We have reported to the Board of Supervisors following each such meeting. The Task Force met most recently on September 21, 1992 . In some cases, appeals have been settled by ignoring the initial allocations and allocating additional funds to a County to settle the appeal, while in other counties, funds have been diverted from agencies which thought that the funds had already been allocated to the agency. There seems to be little rhyme or reason to these decisions . The allocation of additional funds solely for the purpose of settling appeals upsets the entire allocation logic which was decided on early in the process . It appears to the Task Force that some counties will receive additional funds solely because they had agencies which submitted applications which were not approved and then appealed and won the appeal . This does not appear to the members of the Task Force to be a sounds basis on which to allocate funds . The attendance at meetings of the Child Care Task Force has been dropping recently. A good deal of additional important work needs to be conducted in the immediate future to monitor the implementation of the Federal Block Grant funds, develop an amended Child Care Plan for the County and make recommendations on the allocation of any additional funds which are approved by Congress . It is, therefore, important that all members of the Task Force be present. The Task Force has directed staff to write to the nominating organizations of those members who have not been attending recently, asking whether the organization wishes to remain a member and, if so, to please insure that their members attends regularly or that the organization appoint an alternate or a new member who will be able to attend meetings of the. Task Force. The above recommendations result from the discussion at the Task Force meeting. -2-
