Our Committee has carefully reviewed the recommendations of staff
and the qualifications of the nominated candidates, as well as the
distribution and balance of the P.I .C. Based on this review, we
believe that the above recommendations will provide the best
possible balance to the P.I .C. , retain qualified and interested
members, and improve the geographic and ethnic balance of the
P.I .C. , and we urge the Board to approve our recommendations.

SUBJECT: PIC APPOINTMENTS
The Board needs to make ten appointments to the PIC for positions whose two year terms
expire on 9/30/92 and to fill a resignation. Three of the current members are
ineligible for reappointment due to having served the maximum of their full three two-
year terms and not being officers of the PIC or other national organization. The PIC
consists of 20 members of the following composition:

Labor 2 Public Employment Service 1
Rehabilitation 1
The JTPA legislation requires the Board make its appointments from among individuals
nominated by organizations represented by each category. The composition of the PIC
is subject to review by the Governor, who periodically certifies that our PIC is
consistent with Federal and State legislation. State legislation requires PIC
vacancies to be filled by the Board within 60 days.
The PIC Chair, Uda Johnson, with the Bank of America Concord facility, specifically
requests the Board to recognize the value of previous experience in light of previous
program success and with the goal of maintaining PIC member consistency and expertise
given the need to plan and implement JTPA amendments effective July 1, 1993.
It goes without saying that the PIC expects the Board to only appoint individuals that
are willing to volunteer the necessary time to ensure the PIC remains a viable
organization. All current PIC members standing for reappointment have been active PIC
members.
The Board will have a total of 10 appointments from among nominees with the following
distribution:

ECONOMIC DEVELOPMENT - 1 Appointment
There is one nomination for the Economic Development position - Beth Lee, County
Redevelopment Project Manager. This position was previously held by Tom LaFleur, the
Executive Vice President of the Pittsburg Economic and Housing Development Corporation.
Mr. LaFleur has served the maximum PIC term; due to recent cutbacks his organization
has no alternate nominee and he recommended as his replacement a County Redevelopment
Planner. Beside PEHDC, staff solicited nominations from the county and all city
planning departments. The personal data sheet for Ms. Lee is attached; staff believes
the Board would be well served by her appointment..
REHABILITATION CATEGORY - 1 Appointment
There is one nomination for the Rehabilitation position - Rich Fidler, President/CEO
of Rehabilitation Services of Northern California and the current incumbent. His
nomination was endorsed by Robert Mathews, the former incumbent and the State District
Administrator for the Department of Rehabilitation. Mr. Fidler was also a former
member, the Chair of the CETA PIC when he worked as a personnel officer in private
industry. The PIC Executive Committee feels the Board is fortunate to have Mr. Fidler
volunteer for a second term.
As you may remember from the various PIC contract items agended for your action, we
occasionally have small contracts with Rehabilitation Services of Northern California.
Accordingly we had County Counsel review the State and Federal laws and regulations to
ensure Mr. Fidler would not be disqualified. County Counsel has provided us with an
opinion that Mr. Fidler is not precluded by State or Federal law from being appointed
to the PIC. His personal data sheet is attached.
LABOR CATEGORY - 1 Appointment
There is one nomination for the Labor position - Marshall Walker III, President SEIU
Local 790, Richmond Chapter. Mr. Walker is also an Urban Planner with the City of
Richmond and the current incumbent. His nomination for reappointment has been endorsed
by Steve Roberti of the Central Labor Council. Twenty-one labor organizations were
notified of the opportunity to nominate a labor representative and of Mr. Walker's
interest in being reappointed. His personal data sheet is attached.
EDUCATION CATEGORY - 2 Appointments
There are two vacancies and two nominees for the Education positions, Dr. Helen
Spencer, Vice Chancellor of Educational Programs and Services, Contra Costa Community
College District and Sylvester Greenwood, Assistant Superintendent, Richmond Unified
School District. One of the appointments is for a full two year term, the other for
a one year term - the remaining term of Ina Rae Lapum, Chancellor's Consultant
Community College District, who resigned to enjoy her retirement. Since Ina Rae tended
her resignation just as we were soliciting nominations, we notified all the School
Districts and our private general and vocational County mailing list of the two
vacancies in accordance with the controlling Federal and State notification
requirements. We also held Board processing of the acceptance of her resignation until
after nominees were available to fill the position to ensure compliance with the State
mandated timelines for filling vacant positions.
Although there is no specific rule or policy, Board practice has been to appoint one
PIC educational representative from the Community College District and one from the
secondary system. These two nominees will allow for a continuation of that practice,
with Dr. Spencer completing Ms. Lapum's term.
BUSINESS CATEGORY - 5 Appointments
The business representatives were nominated through the County Chambers of Commerce,
with the Walnut Creek Chamber coordinating the compiling of a list. Attached is a list
of the business nominees and copies of their personal data sheets.
Two are current PIC members (Shaw & Rossi) . Staff believes the Board would be well
advised to seriously consider reappointing both. Barbara Shaw is on the Board of
Directors of NAPIC (National Association of Private Industry Councils) , providing us
with direct input to DOL and advance knowledge of pending program shifts. Dave Rossi
is eligible for one additional appointment; he is Vice President, Human Resources with
Prints Plus. Due to his expertise and past participation, the PIC Chair recommends his
reappointment.
The other three vacancies are as a result of Steve Giacomi, past PIC Chair having serve
the maximum three two year terms, the resignation of Fred Gaul due to business
commitments, and Skip Glass not applying for reappointment due to his reassignment
within IBM. The Board did attempt to backfill Fred Gaul with Jay Ripley, LDS
Employment, but Mr. Ripley was unable to accept the appointment when it was clarified
that his employer was a non-profit organization not eligible under federal regulations
to represent the private sector.
Of the remaining business nominees, several have shown recent or on-going interest.
Of those, three would specifically address PIC membership balance. Elaine Miyamori,
Human Resources Regional Coordinator with Great Western Bank, is the only large company
applicant; the PIC Executive Committee specifically recommends that one of the new
appointees be from a major 'employer. Ms. Miyamori would also provide a PIC
representative of Asian American descent, an ethnic category currently not represented
on the PIC.
George Hamm is the only East County business representative - an area from which the
PIC would otherwise have no business representatives. With the growth in East County,
particularly in the service and financial employment fields, an active member of the
East County business community such as Mr. Hamm would enhance our ability to benefit
from East County employment growth and ensure East County representation.
For the third position staff recommends the Board consider Karen Bean, owner and
founder of Piano Finders. Ms. Bean was one of the presenters at last months Board JTPA
Alumni event; she was a very articulate and enthusiastic supporter of the PIC and its
programs - staff, the PIC members in attendance and the Board members all indicated
they were impressed.
Although at this time staff is not requesting an appointment, the new Board will have
an opportunity to appoint an additional business member in February when Uda Johnson's
term as PIC Chair ends. There is also the possibility that federal regulations now
being drafted to be effective. 1 July 93 will require up to five additional appointments
prior to the start of next fiscal year.

begun; developed the speech program; led faculty in developing instructional equipment proposals
through which the division received funds to establish a computer classroom,to upgrade equipment in
recording arts and music,and to purchase a printing press which provided for the offering of printmaking
classes.
Designed and implemented Project Quest, a bock program for underprepared students, consisting of
a reading,writing speech and math course with a counselling and study skills component;the program
is in its fourth semester.
Designed and implemented oo fte-wide took review series now In its fourth year.
Made creative use of funds which allowed for the installation of computers in the learning skills lab and
the purchase of MIDI equipment in music.
Grant Manager, Basic Remedial Education Program, JTPA Grant, 1990

Secured funding of $30,000, planned and organized all activities for one day conference in order to
