SUBJECT: General Assistance Standards and Regulations
The Board had before it this day for consideration a report from
the Director of the Social Service Department, recommending revisions
to General Assistance Standards and Regulations.
Arthur Walenta, Assistant County Counsel, advised the Board that
the report from the Director of Social Services is being withdrawn and
will be resubmitted with certain additions and corrections. He urged
the Board to adopt the resolution setting forth the standards of aid
for shared housing and defer for one week action on the proposed
resolution relating to special needs for general assistance eligibles.
Phil Bertenthal of the Contra Costa Legal Services Foundation
appeared and advised that he wished to make a part of the hearing
record the relevant section of the Welfare and Institutions Code. He
stated that he objected to reducing the grant for residents of
homeless shelters and that he was not aware of any consultation with
the Housing Advisory Committee.
The Board thereupon adopted Resolution 92/671 relating to General
Assistance Standards and deferred to October 13 , 1992 action on the
special needs for General Assistance Eligibles.

General Assistance Program ]
The Contra Costa County Board of Supervisors RESOLVES that:
Resolution No. 91/606, adopting Standards of aid and care for the indigent and dependent poor of
the county (General Assistance), as amended by Resolutions No. 91/717 and No. 92/186, is
hereby further amended as follows: In accordance with California Welfare and Institutions Code,
Section 17000 et seq., the Contra Costa County Board of Supervisors hereby ADOPTS the following
standards of aid and care effective November 1, 1992. These standards govern the General
Assistance Program of Contra Costa County.
Part 1
Standards of Aid
101. Pursuant to Welfare and Institutions Code section 17000.5, the Contra Costa County Board
of Supervisors hereby adopts general assistance standards of aid that are 62 percent of the
1991 federal official poverty guidelines, and which are adjusted in an amount equal to the
adjustments provided under Chapter 2 (commencing with Section 11200) of part 3.
(a) Pursuant to Welfare and Institutions Code 17000.5 (e), the standards of aid are adjusted by
1.5% to reflect the relative cost of housing in Contra Costa County.
102. The general assistance standards of aid for applicants or recipients living alone or with
responsible family members are established by family budget units consisting of the General
Assistance applicant or recipient and all persons related by birth, marriage or adoption with
whom the applicant or recipient lives, provided that one or more of such persons is legally
responsible for the applicant or recipient.
(a) It is rebuttably presumed as to family budget units that parents are legally responsible for the
support of their indigent adult children who live with them, and adult children are legally
responsible for the support of their indigent parents who live with them. (Civil Code § 206)
(b) The standard of general assistance aid for each person in a budget unit exceeding 1 shall be
an amount equal to the multiple person assistance unit standard divided by the number of
persons in the assistance unit.
(c) The monthly standards of general assistance aid per assistance unit are:

(a) The General Assistance standard of aid for applicants or recipients who share housing with
one or more unrelated persons, or with one or more persons including persons related by
birth, marriage or adoption who are not legally responsible for the applicant or recipient (non-
family budget unit) are those set forth in §103 as amended by Resolution No. 92/186
(b) The standard of aid for each applicant or recipient in a non-family budget unit shall be an
amount equal to the multiple person budget unit divided by the number of persons in the
non-family budget unit.
102.6 Notwithstanding §102.5, pending the termination of injunctive relief in Oberlander v Contra
Costa County or otherwise, the General Assistance standard of aid for applicants or
recipients who share housing with one or more unrelated persons or with one or more
persons including persons related by birth, marriage or adoption who are not legally
responsible for the applicant or recipient (non-family budget unit) pursuant to Welfare and
Institutions Code §17001.5 (a) (2) (A) are:
Housing shared with one other person $261

Housing shared with three or more other persons $230
104. The standard of aid for a person who is eligible for general assistance but is homeless shall
be the standard for a 1 person assistance unit, which shall be administered as follows:
(a) If the homeless person resides at a county shelter, $10 per day shall be treated as income to
the monthly grant to reflect the value of county-provided food and shelter.
(b) If the homeless person resides at a private shelter, $10 per day shall be treated as income to
recognize the value of privately provided food and shelter.
(c) In consideration of the county's right to cooperation in administering its General Assistance
Program and to compliance with the reasonable requirements of shelter residence, $10 per
day shall be deducted from the monthly grant if a homeless person declines to accept
available county or private shelter.
(d) If the county is unable to provide shelter, and the person is unable to obtain private shelter,
the homeless person shall be entitled to receive the aid payable to a 1 person family unit.
(e) Homeless eligible shelter residents who move to a confirmed housing unit shall receive the
unused balance of shelter and food payments for that month.
Resolution No. 91/606 is further amended by repealing section 109.
Resolution No. 92/186 is amended by repealing section 3.
