SUBJECT: STATE HIGHWAY 4/13AILEY ROAD INTERCHANGE - WEST PITTSBURG AREA

SPECIFIC REQUEST(S) OR RECOMMENDATION(S) &BACKGROUND AND JUSTIFICATION
I. Recommended Action:
AUTHORIZE the Public Works Director to EXECUTE on behalf of the County, a Rental
Agreement with John & Eva Boggs for the premises at 531 Bailey Road, W. Pittsburg.
AUTHORIZE the Public Works Director, or his designee, to arrange for the payment of rent as
specified in the attached rental agreement.
II. Financial Impact:
Payments required are to come from the State Highway 4/Bailey Road Interchange project fund
which is 100% reimbursable from the Contra Costa Transportation Authority.
III. Reasons for Recommendations and Background:
A. The County intends to acquire the land and improvements located at 531 Bailey Road
for use as rights of way for the State Highway 4/Bailey Road Interchange project as soon
as possible.
B. The County has made an offer to purchase the aforementioned property. In doing so,
the tenant of the dwelling becomes eligible for relocation assistance and may move to a
replacement dwelling at any time.
C. Having the County enter into a rental agreement with the landlord will minimize relocation
costs that may mature for future occupants, since the County can prevent the unit from
being occupied again prior to the purchase of the property.

D. The owner is in agreement with the County's objectives of having the tenants relocated,
the unit remaining vacant, the County paying rent on the unit as it becomes vacant, and
securing the premises against vandalism, trespassers, or other unauthorized occupants.
IV. Consequences of Negative Action:
The County could be liable for additional relocation expenses.
