SUBJECT: Volunteer Programs in the Contra Costa County Library SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATION ACCEPT this report on the status of volunteer programs in the County Library. BACKGROUND On July 20, 1992 , in conjunction with taking actions related to the county budget, the Board of Supervisors requested a report on the use of volunteers in the County Library. Public libraries, due to their high visibility and nature of services provided, have traditionally attracted persons willing to volunteer their time to assist paid library staff. These volunteers identify with and want to help carry out the library's mission. The Contra Costa County Library is no exception. It has enjoyed the donated services of volunteers, many of whom wish to "give something back" to the library which has given so much to them over the years. In calendar year 1991, 247 library volunteers, 342 Project Second Chance literacy tutors and 21 Friends of the Library groups provided 42 ,425 hours of service. This is equivalent to 20.4 full- time employees. Exhibit 1, attached, shows that in 1991, of all county department volunteer programs, the County Library received the second highest number of volunteer hours. Using the National Volunteer Association's 1991 average dollar benefit per hour of volunteer time of $10.90, Contra Costa County Library volunteers provided $462 ,433 of service. Exhibit 2, attached, shows the library volunteer hours by program and dollar value for the last five years. County Library volunteers perform a wide range of tasks, from simple ones such as stamping envelopes, preparing arts and crafts materials, labeling pamphlets and file folders, and cleaning library materials to specialized tasks such as selecting and delivering materials to patrons unable to visit the library in person, raising funds, telling stories to children, researching genealogy and local history topics and preparing special indexes. In Project Second Chance, tutors receive training which enables them to provide free, one-on-one tutoring to English-speaking adults.• Senior volunteers in the "Grandparents and Books" program are trained to read and tell stories to children. San Ramon Library volunteers in the "Libraries and Schools Together" program organize and create special topic resource files for school aged children, process children's paperbacks and run a convenient delivery service filling teachers, requests for special titles needed in the classroom. Library volunteers range in age from pre-teen to senior citizens. The positive effect books have had on their lives often motivates seniors to read to children. Pre-teens and teenagers, on the other hand, may volunteer to gain career experience. At the present time youth and other volunteers interested in receiving work training, developing job skills and gaining career - experience are being recruited to assist library staff with the shelving of library materials. Up to 50 volunteers will be selected to participate in this program at the Antioch, Concord, El Sobrante, Pleasant Hill, San Ramon and Walnut Creek branch libraries. After six months the program will be evaluated to determine whether it is feasible and cost effective to expand it to other library branches. One of the major determining factors will be the availability of regular library staff to perform the ongoing functions of recruiting, selecting, training and supervising volunteers.
