The County and the Agency have mutually agreed that the County, as
the legal entity responsible for approving and adopting the Plan in
the first instance pursuant to the California Community
Redevelopment Law, should serve as the "Lead Agency" and the Agency
should serve as a "Responsible Agency" as defined in the CEQA
Guidelines.
On July 28, 1992, by Resolution No 92/505, the Contra Costa County
Board of Supervisors designated a survey area in the
Pacheco/Buchanan Field area for the proposes of study to determine
the feasibility of the creation of a redevelopment project within
said survey area.
On September 22, 1992, by Resolution No. 49-1992 , the Contra Costa
County Planning Commission selected a project area and adopted the
Preliminary Plan for the Pacheco/Buchanan Field Redevelopment
Project.
