The amount of this contract shall ,;not exceed $139, 633 . FISCAL IMPACT None. The Operator of the Landfill is required to provide funding for this Study. BACKGROUND/REASONS FOR RECOMMENDATIONS Land Use Permit 2020-89 Condition of Approval #35. 3 requires a Property Value Compensation Program Study to address the means of determining the extent of property value losses or reductions attributable to Landfill impacts, such as aestheti noise, traffic, or pollution. Working with staff, the Keller Canyon Local Advisory Committee and interested members of the public, the methodology has been finalized. The purpose of the recommended methodology is to measure the actual affects on property values attributable to the Keller Canyon Landfill and to identify the market histories and trends of residential property values in the vicinity of the Landfill. To reach this end, the three objectives of the methodologies are to: 1. Gather and compile accurate factual information about property values within a given radius of the waste placementjarea of the Landfill; 2. Separate out any property value losses or gains which may be attributable to independent events (i.e. , recession, the BART station) from those gains or losses which may be attributable to the landfill; and 3 . Explore the underlying assumptions and information or misinformation which are held by or have been communicated to the public regarding the Landfill and any resulting gains or losses of property value and to determine the areas in which impacts may be found. Phase 2 will encompass conducting the Study, proposed to be completed over the next two years. The proposed Study includes an analysis of the results of the modeling effort and surveys and a detailed report.
