II. FINANCIAL IMPACT
On June 23, 1992 the Board of Supervisors unanimously passed
a recommendation to submit HICAP's Program Plan and Budget to
the State. It included the two (2) contracts specified above
for $6, 100 funded from $5, 000 in State grant funds and $1, 100
in County funds. This proposed amount represents an 82%
reduction or $5,200 of savings in County funds when compared
to the amount budgeted in 1991-92 for HICAP contracts. One
contract was completely eliminated. The minimal amount of
remaining County contribution, while not a mandated match, is
essential to provide mandated legal representation to HICAP
clients and to provide training to maintain volunteer
counselors' knowledge and skills in the everchanging field of
senior health insurance.
III. REASONS FOR RECOMMENDATION/BACKGROUND
Mandated under AB2419, the Health Insurance Counseling and
Advocacy Program has been operated by the County's Office on
Aging for the past seven years. The Program provides
community education, recruitment, training, and coordination
of volunteer health insurance counselors in the area of
health insurance and related health care plans. In 1991,
these volunteers provided individual counseling to 1560
senior citizens county-wide. Documented savings of $156,900
to seniors is attributed to the successful efforts of HICAP
last year.
