Spooner, Contracts Administrator (�,� �,}`/ DATE: September 22 1992 `-'"u' 't1 Approve Standard Agreement #29-460-2 with the State Department SUBJECT: of Mental Health for a Joint Primary Intervention Program (PIP) with Byron Union School District SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION I. RECOMMENDED ACTION: A. Approve and authorize the Chair, Board of Supervisors, to execute on behalf of the County, a Statement of. Compliance, the required Drug-Free Workplace Certification and Standard Agreement #29-460-2 (State #92-72004) with the State Department of Mental Health in the amount of $14,895 for the period July 1, 1992 through June 30, 1993. This is the third year of a three year joint project with Byron Union School District to operate a Primary Intervention Program at Discovery Bay Elementary School. B. Authorize the Health Services Director or his designee to execute Standard Contract. #24-570-2 with Byron Union School. District, for the period from September 22, 1992 through June 30, 1993, to carry out said 'Primary Intervention Program at Discovery Bay Elementary School. II. FINANCIAL IMPACT: Approval of this agreement will result in $14,895 of State funding for the third year of a" three year Primary Intervention Program with Byron Union School District. Sources of funding are as follows: $ 14,895 State Department of Mental Health 19,585 Byron Union School District In-Kind Share 12.090 County Mental Health In-Kind Share $ 46,570 Total Program Amount This agreement for State grant funds requires at least a 50% local match generated jointly by County Mental Health and the local school district involved. This joint match is required for each of the three years of State funding. County Mental Health's in-kind contribution includes an allocation of a specific number of hours of current staff time already budgeted in the Department's budget, plus mileage and administrative/overhead costs. ; No new monies are required. No new County revenue will be generated by this grant as grant monies received will flow through the Health Services Department to the School District via subcontract to finance project staff hired 'by the School District and to cover project operating expenses. REASONS FOR RECOMMENDATIONS/BACKGROUND: In 1985 the Legislature enacted AB 1934 (Bates) which created the Mental Health Primary Prevention Fund in the State Treasury as a stable mechanism to partially finance three-year demonstration Primary Intervention Programs. The Primary Intervention Program (PIP) was established in California in 1982 to help young children get a good start in school by fostering a healthy self- concept, thereby deriving maximum profit from the school experience. In so doing, this would aid in the prevention of later-life problems of school failure, unemployment, substance abuse and emotional instability. In May, 1990 the State approved a joint application by the County Health Services Department and the Byron Union School District for funding of this three year project at Discovery Bay Elementary School. The Board Chair should sign thirteen copies of the agreement, twelve of which should then be returned to the Contracts and Grants Unit for submission to the State Department of Mental Health. GM:jp
