SUBJECT: Approve Standard Agreement #29-445-7 with the State Department
of Mental Health for Continuation of a Joint Primary Intervention
Program (PIP) with Richmond Unified School District
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
I. RECOMMENDED ACTION:
A. Approve and authorize the Chair, Board of Supervisors, to
execute, on behalf of- the County, a Statement of Compliance,
the required Drug-Free Workplace Certification, and Standard
Agreement #29-445-7 (State #92-72051) with the State Department
of Mental Health in the amount of $45, 250 for the period July
1, 1992 through June 30, 1993 . This is the first year of a
three year joint project with Richmond Unified School District
to operate Primary Intervention Programs at Coronado, Downer
and Peres Elementary Schools.
B. Authorize the Health Services Director or his designee, on
behalf of the County, to execute Standard Contract #24-378-7
with Richmond Unified School District, for the period from
September 22 , 1992 through June 30, 1993 , in the amount of
$45, 250, to carry out said Primary Intervention Programs at
Coronado, Downer and Peres Elementary Schools.
II. FINANCIAL IMPACT:
Approval of this agreement will result in $45, 250 of State funding
for the first year of the three year Primary Intervention Programs
with Richmond Unified School District. Sources of funding are as
follows:

$ 90, 327 Total Program Amount
This agreement for State grant funds requires at least a 50% local
match generated jointly by County Mental Health and the local
school district involved. This joint match is required for each of
the three years of State funding.

County Mental Health's in-kind contribution includes an allocation
of a specific number of hours of current staff time already
budgeted in the Department' s budget, plus mileage and administra-
tive/overhead costs. No new monies are required. No new County
revenue will be generated by this grant as grant monies received
will flow through the Health Services Department to the School
District via subcontract to finance project staff hired by the
School District and to cover project operating expenses.
III. REASONS FOR RECOMMENDATIONS/BACKGROUND:
In 1985 the Legislature enacted AB 1934 (Bates) which created the
Mental Health Primary Prevention Fund in the State Treasury as a
stable mechanism to partially finance three-year demonstration
Primary Intervention Programs.
On October 17 , 1989, the Board approved Agreement #29-445-4 with
the State Department of Mental Health for the first-year of funding
a joint project with Richmond Unified School District for a three
year Primary Intervention Program at King and Lincolin Elementary
Schools. The prior three-year project at Bayview Elementary School
had been so successful that in February 1989, County Mental Health
and the Richmond School District jointly submitted an application
for State funds to initiate new Primary Intervention Programs at
these two additional schools. The application was approved for
funding by the State, thus a new three-year funding cycle began for
two new program sites.
The Board Chair should sign thirteen copies of the agreement,
twelve of which should then be returned to the Contracts and Grants
Unit for submission to the State Department of Mental Health.
