Spooner, Contracts Administrat Costa DATE: September 17, 1992q/ Accept Grant Award #29-461-1 from the Department eal 0a d-' SUBJECT: Human Services (Office of Substance Abuse Prevention) for the "Partnership for a Drug Free Contra Costa" Project SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION I. RECOMMENDED ACTION: Accept, on behalf of the County, Grant Award #29-461-1 - from the U.S. Department of Health and Human Services (Office of Substance Abuse Prevention) for funding in the amount of $605, 006 for the period January 1, 1992 through December 31, 1992, for the Contra Costa Drug and Alcohol Action Plan (Partnership for a Drug Free Contra Costa Project) . II. FINANCIAL IMPACT: Acceptance of Grant Award #29-461-1 will result in $605, 000 of Federal monies for second-year funding for the Contra Costa Drug and Alcohol Action Plan (Partnership for a Drug Free Contra Costa Project) . Subject to availability of funds and satisfactory progress, the Grant Award recommends third, fourth and fifth-year funding of $500, 000 per year. No County match is required. The Department received $663 , 436 for the first year of this project. III. REASONS FOR RECOMMENDATIONS/BACKGROUND: On May 22 , 1990, the Board approved submis"sion of an application to the U. S. Department of Health and Human Services (Office of Substance Abuse Prevention) requesting federal funding for the purpose of implementing the Contra Costa County Drug and Alcohol Action Plan (Partnership for a Drug-Free Contra Costa) . On February, 1991, the Department was notified that $663, 436 had been awarded for the period September 30, 1990 through December 31, 1991 and, subject to availability of federal funds and satisfactory progress by the project, the Grant Award recommended funding for a second, third, fourth and fifth-year. Acceptance of Grant Award #29-461-1 will provide funds in the amount of $605, 000 to the Department for the second year of the project. Four certified copies of the Board Order authorizing acceptance of the Grant Award should be returned to the Contracts and Grants Unit .for submission to the U.S. Department of Health and uman Services.
