SUBJECT: Set Date for Public Hearing to Revise the Discovery Bay Area of Benefit.
SPECIFIC REQUEST(S) OR RECOMMENDATIONS) &BACKGROUND AND JUSTIFICATION
I. Recommended Action:
FIX October 20, 1992 at 11:00 AM for a public hearing to revise and update the Discovery Bay
Area of Benefit boundaries, fee schedule and project list, and direct the Public Works Director
to give notice of the hearing and to file a copy of the revised Development Program Report for
the Discovery Bay Area of Benefit with the Clerk of the Board in accordance with Government
Code Sections 65091, 65962, and 66484.
II. Financial Impact:
Revising the Discovery Bay Area of Benefit will update the fees to reflect current construction
costs and will decrease the future financial demand on the County for the road improvements
needed to serve this area. The Area of Benefit will fund a portion of three new projects in
addition to increasing Ithe Delta Expressway contribution from $890 per single family unit to
$1,730 per single family unit. The existing Area of Benefit fee will be increased from $1,600 per
single family unit to $2;;625 per single family unit.
III. Reasons for Recomnilendations and Background:
The Discovery Bay Area of Benefit is being revised to reflect an updated project list, project
costs and land use information. In addition, the Area of Benefit boundaries have been slightly
modified to include an(''area northwest of the existing boundaries. The Discovery Bay Area of
Benefit contribution to the Delta Expressway has also been increased.

III. Reasons for Recommendation and Background: (Cont.)
The Discovery Bay Area of Benefit was established in 1979 as the "State Route 4/Borden
Junction to East Boundary of Discovery Bay"Area of Benefit. The name for the Area of Benefit
was officially changed in 1981 when the fee was first revised. The last revision to the current fee
was in 1987. "At this tim4e, the Delta Expressway and related road improvements were added to
the project list. Since 1987, there have been significant changes to the project list, project costs
and land use information used to derive the current fee. Most of the projects on the original
Area of Benefit project list have been constructed. Three new projects have been added to the
proposed road improvement plan for the area. In addition to the above, growth has occurred
within Discovery Bay affecting the development potential upon which the current fee is based.
The County Public Works Department has met with the Discovery Bay Traffic Advisory
Committee and the Municipal Advisory Council and have their concurrence on the revised Area
of Benefit. The Traffic Advisory Committee passed a resolution on April 29, 1992 recommending
the approval of an increase in the Area of Benefit fee. On September 2, 1992 the Municipal
Advisory Council agreed in concept to the proposed fee increase.
The Revised Development Report for the Discovery Bay Area of Benefit is on file with the Public
Works Director and the Clerk of the Board.
IV. Consequences of Negative Action.
Failure to fix a hearing ,date will prevent the Discovery Bay Area of Benefit from being revised.
Development will continue to occur without updating the fees or the project list. As a result,
there will not be an adequate funding mechanism in place to construct all of the needed
roadwork.
