MICHAEL WALFORD, CHIEF ENGINEER DATE: October 6, 1992 SUBJECT: Authorize the Amendment of a Purchase Order to Santa Fe Pacific Pipelines, Inc. for a Utility Relocation, San Pablo Creek Channel Improvements Project, North Richmond Area, (Project No. 7567-6D8607) SPECIFIC REQUEST(S) OR RECOMMENDATION(S) &BACKGROUND AND JUSTIFICATION I. Recommended Action: Authorize the amendment of an existing purchase order to Santa Fe Pacific Pipelines, Inc. (SFPP) to increase the purchase order by $32,000 to the total amount of $183,000, for the relocation of a petroleum pipeline for the San Pablo Creek Channel Improvements Project in the North Richmond area. II. Financial Impact: The total relocation cost of $183,000 is reimbursable from the California Department of Water Resources at the rate of 70.0°/x. The total local share of$54,900 will be paid from Drainage Area 73 (No. 7567-6D8607). III. Reasons for Recommendations and Background: By order of the Board of Supervisors, dated June 17, 1986, the Flood Control District approved an agreement with the Corps of Engineers, the terms of which require the relocation of utility facilities for construction of the Wildcat Creek and San Pablo Creek Channel Improvements project. The required relocations included the facility owned by Santa Fe Pacific Pipeline, Inc. crossing San Pablo Creek. Authorize the Amendment of a Purchase Order to Santa Fe Pacific Pipelines, Inc.for a Utility Relocation, San Pablo Creek Channel Improvements Project Page 2 October 6, 1992 in the amount of$151,000 which was the estimated cost provided by SFPP. The work has been completed. However, due to unexpectedly high groundwater, the Contractor for SFPP was required to perform extra work which included installation of additional sheet piling, a pumping system and 24-hour monitoring. IV. Consequences of Negative Action: The petroleum pipeline has already been relocated. If the purchase order is not amended for the increased amount, the Flood Control District will fail to meet its legal obligation.
